East Med Energy | Oruç Reis Returns Under New NAVTEX
On October 1, 2026, Türkiye sent Oruç Reis back into the Eastern Mediterranean under a new NAVTEX as authorities opened new repayment channels in the investment-fund crisis. Cyprus talks ran into a dispute over the UN record of past convergences, while Reuters reported a Türkiye-hosted meeting between Syrian officials and Hezbollah.
Türkiye issued NAVTEX 0953/26 from the Antalya station for Oruç Reis and the support vessels Denar Pathfinder, Denar Echo and Kirici. The activity began October 1 and is scheduled to continue through late October in waters extending from Türkiye's southern coast toward Cyprus.
Greek and Cypriot reports link the mission to preparations for the planned Türkiye-TRNC natural gas pipeline. The notice follows earlier Oruç Reis survey work south of Anamur, where NAVTEX 0731/26 covered only a limited offshore block rather than the full 101-kilometer Anamur-Teknecik corridor.
Those reports describe the new activity as pipeline-related, although that wording has not been established as part of the NAVTEX text itself.
GSI | Athens Says Survey NAVTEX Notices Will Be Issued
Greek Foreign Minister George Gerapetritis said on September 27 that Greece would issue the licenses and NAVTEX notices required for survey and cable-laying work on the Great Sea Interconnector. He said Athens would proceed with France and argued that a European project could not be blocked.
The statement predates today's Oruç Reis notice. Athens and Paris have already been working on the wording and sender of a notification to Türkiye before the next GSI survey phase.
Markets | SPK Opens Interim Payments as Asset Recovery Expands
Türkiye's Capital Markets Board (SPK) authorized interim payments to investors in funds under liquidation before final settlement. Eligible investors with net investments below TL1 million will receive the full amount, while larger claims will receive up to TL1 million in the first stage.
SPK also opened fund-specific voluntary return accounts at Birleşik Fon Bankası in the name of the Savings Deposit Insurance Fund (TMSF), alongside a separate General Share Return Account for unusually high profits from listed-share transactions.
Justice Minister Akın Gürlek said the fifth wave of the investigation covers 34 suspects and trading in 26 shares. Seized villas, vehicles, land and bank assets will also be used through the TMSF mechanism to meet claimant losses.
Tera Portföy Chairman Erdin Özel and Tera Yatırım Menkul Değerler Board Vice Chair and General Manager Emir Münir Sarpyener were jailed as the investigation widened. The Fund Coordination Board meets again on October 2.
The new measures come as GRECO, FATF and MASAK findings put enforcement gaps under closer scrutiny, following the earlier freeze of assets linked to 46 legal entities and 18 funds.
Syria / Lebanon | Reuters Reports Secret Türkiye-Hosted Syria-Hezbollah Talks
Syrian government officials and Hezbollah representatives held a secret meeting in Türkiye in September, Reuters reported, citing six sources briefed on the meeting, including Syrian, US and Lebanese officials.
Turkish security and intelligence agencies facilitated the talks, according to the report. Arms smuggling, suspected Hezbollah-linked cells in southern Syria and the risk of Syrian involvement in Lebanon were among the issues discussed.
No final agreement was reached. Syria reportedly said it would not intervene militarily in Lebanon, while Hezbollah pledged not to interfere in Syria but did not accept all of Damascus's requests.
Ankara, Damascus and Hezbollah have not publicly confirmed the meeting.
Türkiye | MİT Captures Wanted Reyhanlı Bombing Suspect
Türkiye's National Intelligence Organization (MİT) captured Syrian national Ömer el-Hatip while he was preparing to flee to Europe by sea and brought him to Türkiye.
Security sources describe el-Hatip as a wanted suspect involved in planning and organizing the May 11, 2013 Reyhanlı bombings, which killed 53 people. They say he also coordinated between members of the bombing network and intelligence personnel tied to the former Bashar al-Assad government.
El-Hatip had been sought under an Interpol Red Notice. Other suspects linked to the attack were captured in operations in 2018, 2024 and 2025.
Cyprus Talks | Sides Disagree Over Timing of UN Convergences Record
Greek Cypriot leader Nikos Christodoulides briefed the National Council on his New York contacts as the Greek Cypriot side called for the UN record of past negotiating convergences to be given to the parties before formal talks resume.
Government spokesman Konstantinos Letymbiotis said the negotiating acquis should be preserved and the record released now.
Turkish Cypriot leader Tufan Erhürman pointed instead to UN Personal Envoy María Ángela Holguín's position that the record, based primarily on joint documents submitted by the sides in 2015-2017, should be handed over when negotiations begin and can be used without creating another dispute beforehand.
The timing dispute comes with Guterres' seven confidence-building proposals still unresolved and Christodoulides' 19-point package also on the table. Erhürman has separately tied his participation in another 5+1 meeting to measurable progress before the next round.
Cyprus Defense | Barak MX and Allied Delegations Feature at October 1 Parade
The Republic of Cyprus held its October 1 military parade with Greek Defense Minister Nikos Dendias, Greek Chief of National Defence General Staff Gen. Dimitrios Choupis and UK Chief of Defence Staff Air Chief Marshal Sir Richard Knighton among the senior guests.
Military representatives from Egypt, France and the United States also attended. The parade included National Guard motorized, marching and air elements.
Greek and Cypriot reports identified Greek F-16s and the Israeli-made Barak MX air-defense system among the capabilities on display.
TRNC / Türkiye | Parliamentary Match Puts Sports Isolation Back on the Agenda
The TRNC Assembly of the Republic football team and the Turkish Grand National Assembly Parliamentarians Sports Club played in Lefkoşa under the theme "Two Republics, One Heart."
Organizers presented the match as a protest against restrictions on Turkish Cypriot participation in international sport.
The event follows Erhürman's campaign over sports access, including letters to UN Secretary-General António Guterres, European Commission President Ursula von der Leyen and FC Barcelona President Joan Laporta after a planned Barcelona academy camp in northern Cyprus was cancelled.

Greek Prime Minister Kyriakos Mitsotakis is scheduled to chair the Government Council for National Security (KYSEA) at 17:30 on Thursday.
No official agenda linking the meeting to Türkiye, Cyprus or the GSI had been published by midday. KYSEA remains central to Athens' defense modernization as Greece advances the Achilles Shield program and seeks to close the military technology gap identified by Dendias.
Türkiye-Russia | Kremlin Says S-400 Transfer Remains on Agenda
Kremlin spokesman Dmitry Peskov said the possible transfer of Türkiye's Russian-made S-400 air-defense systems to a third country remained "on the agenda," with work and contacts continuing.
His remarks followed Russian Foreign Minister Sergey Lavrov's statement that Moscow could consent to a transfer to a friendly third country.
No US decision has removed Türkiye's Countering America's Adversaries Through Sanctions Act (CAATSA) restrictions or restored Ankara to the F-35 program. Any transfer would therefore matter directly to the dispute that has kept Türkiye outside the program, as Moscow and Ankara discuss possible S-400 options.
Defense Industry | Türkiye-Azerbaijan Deals Pass $500 Million as OTS Officials Meet
Türkiye and Azerbaijan signed defense-industry contracts and memoranda worth more than $500 million at ADEX 2026 in Baku.
The package includes a contract for 14 HÜRKUŞ-II aircraft, BAYKAR Mızrak and Antidot systems, ROKETSAN's Barbaros coastal-defense system and an ASELSAN memorandum for ALP-100 radar procurement.
ASELSAN and NOVASIS also signed a preliminary protocol for a factory in Nakhchivan, while other agreements cover local production, logistics, research and training.
The deals coincide with the second meeting of defense-industry institution heads from the Organization of Turkic States (OTS) in Baku, extending an integration agenda that moved further into institutional coordination at the Ankara summit.

Black Sea | Russia Strikes Odesa as Türkiye Warns on Navigation Routes
Russia struck the Odesa region again on October 1. Russian officials also said a cargo vessel at the port of Chornomorsk was hit because it was being used to supply the Ukrainian military. Reuters could not independently verify that claim.
Türkiye's National Security Council had warned hours earlier that attacks in the Russia-Ukraine war were increasingly hitting civilian infrastructure and navigational routes. Ankara has separately circulated proposals to Moscow and Kyiv aimed at improving the safety of civilian shipping in the Black Sea.
