    Key military, maritime and diplomatic developments across the Eastern Mediterranean

    On October 7, 2026, Vice President Cevdet Yılmaz was due to brief parliament on Türkiye's fund investigation as AK Party lawmakers prepared a temporary liquidation bill for investors. In the Black Sea, three Turkish-linked merchant ships were hit within about 24 hours as Türkiye, Bulgaria and Romania began a new mine-countermeasures deployment.

    Fund Crisis | Yılmaz Heads to Parliament as AK Party Prepares Liquidation Bill

    Anadolu Agency reported that the temporary bill would contain 10 articles and cover 455,578 investors for assets of up to TL1 million. An earlier TRT Haber report described an 11-article draft. Separately, the Capital Markets Board (SPK) said on September 23 that the 131 funds in liquidation contained 455,758 unique investors. The proposal had not yet been submitted to parliament at the time of publication.

    Justice Minister Akın Gürlek said five people had made voluntary repayments into an account opened by the Savings Deposit Insurance Fund (TMSF). He said repayment does not close a criminal file and investigators are examining unusually large short-term gains. Gürlek also said legal steps had begun to recover money transferred to Switzerland. AK Party Group Deputy Chair Özlem Zengin said Yılmaz would brief the General Assembly today under Article 59 of parliament's rules.

    Black Sea | Three Turkish-Linked Merchant Ships Hit in About 24 Hours

    The Turkish-owned Royad Mammadov sank in Romania's exclusive economic zone after a fire that killed two people. Eleven crew members were rescued. Ukrainian President Volodymyr Zelenskyy blamed Russian drones; Romanian authorities had not publicly attributed the incident.

    A day later, naval and aerial drones struck the Togo-flagged ALFA WATAN and Palau-flagged ABLE in Bulgaria's exclusive economic zone. ALFA WATAN sank. All 18 people aboard ABLE were rescued; two were seriously injured. Bulgarian authorities have not identified the attacker. The attacks came as Türkiye pressed its written proposal to Russia and Ukraine for protecting civilian shipping.

    NUSRET-2026 | Black Sea Mine Group Begins 12th Activation

    The Bulgaria-Romania-Türkiye Mine Countermeasures Task Group began its 12th activation for October 6-20. Romania deployed minehunter Căpitan Constantin Dumitrescu alongside Bulgaria's Captain Dimitar Dobrev and Struma and Türkiye's TCG Akçay. The four ships are due to join the Black Sea phase of NUSRET-2026 from October 12 to 16.

    Türkiye's Defense Ministry says NUSRET-2026 runs through October 16. NATO Standing Mine Countermeasures Group 2, MCM BLACK SEA and teams from several allied and partner countries are taking part. The exercise and task-group activation were scheduled before this week's merchant-ship attacks.

    ROKETSAN | TAYFUN Block-3 Production and Deliveries Due in 2026

    ROKETSAN General Manager Murat İkinci said preparations for serial production of the TAYFUN Block-3 ballistic missile are nearing completion and that production and deliveries are expected to begin in 2026. TAYFUN Block-2 remains in serial production, while testing of the missile family continues at several locations in Türkiye.

    Mecca Pact | Rapid-Deployment Decision Reaches Türkiye's Ratification Stage

    Türkiye, Saudi Arabia and Pakistan decided on October 5 to move immediately to the practical implementation of the Makkah Alliance for Defense. Their joint statement calls for agreed military forces and capabilities to be made available for rapid deployment in Saudi Arabia, subject to each country's national legislation.

    The rapid-deployment decision does not specify the size or composition of Türkiye's contribution. The Financial Times reported on October 7 that Turkish troops cannot yet be deployed under the pact pending parliamentary ratification. The agreement's full text has not been published, leaving the exact domestic authorization route unresolved.

    Cyprus | Christodoulides Seeks New Erhürman Meeting Next Week

    Republic of Cyprus President Nikos Christodoulides said he had asked his negotiator to contact the Turkish Cypriot side and propose a meeting with Turkish Cypriot leader Tufan Erhürman next week. He said there were ideas on the three areas identified by United Nations Secretary-General António Guterres: confidence-building measures, methodology and the substance of the talks.

    The Turkish Cypriot side had not confirmed an agreed date at the time of publication. Crossings, methodology and status disputes remain unresolved, including rights affecting children of mixed marriages.

    Turkish Cypriots-EU | Commission Cites 2004 Isolation Commitment

    The European Commission, replying to an August 28 letter from Erhürman, cited the European Union's 2004 commitment to end the isolation of Turkish Cypriots. The Turkish Cypriot Presidency said the Commission had taken note of concerns over restrictions affecting participation in music festivals and a Barcelona football camp, and their effect on the United Nations process.

    The Commission also said activities supporting Turkish Cypriot youth, civil society and closer ties with the EU were consistent with the objectives set out in the 2004 decision.

    European Parliament | Eastern Mediterranean and Aegean Debate Set for October 8

    The European Parliament will debate file 2026/2908(RSP) on October 8 under the title "Escalations in the Eastern Mediterranean and the Aegean following persistent Turkish provocations." The procedure covers Greece, Türkiye and the Mediterranean and is listed as awaiting plenary debate and vote.

    US-Greece | Rubio and Gerapetritis Open Sixth Strategic Dialogue

    US Secretary of State Marco Rubio is in Athens for talks with Foreign Minister George Gerapetritis and the sixth US-Greece Strategic Dialogue. The official program includes a bilateral meeting, press statements and the opening plenary. Defense, energy, security, shipping, technology, trade and investment are on the agenda.

    The visit comes as Washington expands security cooperation across the Eastern Mediterranean, including deeper US-Republic of Cyprus defense ties. A Letter of Intent between the Greek Armed Forces and the Florida National Guard is also due to be signed during the visit.

    Canada-Türkiye | Carney Plans First Bilateral Visit by a Canadian Prime Minister

    Canadian Prime Minister Mark Carney will visit Ankara and Istanbul from October 21 to 23, the first bilateral visit to Türkiye by a Canadian prime minister. His office said talks with President Recep Tayyip Erdoğan will cover energy and mining, climate, defense and security. Meetings in Istanbul will focus on trade, aerospace, advanced technologies and critical minerals.

    The visit follows the launch of negotiations for a comprehensive Canada-Türkiye free trade agreement at the July NATO summit in Ankara. Bilateral merchandise trade reached C$4.3 billion in 2025, according to the Canadian government.

    Iraq-Türkiye Energy | Ankara Pushes Basra-Ceyhan Route as Gulf Risks Rise

    BP, ConocoPhillips and Turkish Petroleum Corporation are working on the redevelopment of Kirkuk fields as risks to Gulf shipping increase. Türkiye is also pressing for a larger northern export corridor.

    Energy Minister Alparslan Bayraktar said Ankara wants the Kirkuk-Ceyhan pipeline extended to Basra and its capacity increased, describing the route as a strong alternative to the Gulf and the Strait of Hormuz. Türkiye and Iraq have opened talks on a long-term energy framework covering oil, gas, infrastructure, petrochemicals and electricity.

    World Bank | Türkiye Growth Seen at 2.8% as Energy Costs Rise

    The World Bank expects Türkiye's economy to grow 2.8% in 2026, down from 3.6% in 2025, and sees year-end inflation at 28.3%. It said the Middle East conflict is weighing on growth through higher energy prices, risk premia and interest rates. The current-account deficit may also widen with higher oil prices and recovering consumption.

    Across Europe and Central Asia, growth is forecast to slow to 2.2% this year from 2.6% in 2025. Excluding Russia, the Bank expects 3% growth; the Western Balkans are projected at 3.1%.

    Filo Jet | Two Recovered Victims Identified by DNA

    The Turkish Cypriot Prime Ministry said DNA tests identified two bodies recovered after the August 30 Filo Jet disaster as Mahmut Demir and Özgür Gönül. Search operations off Girne have continued for more than a month.

    Turkish Football | TFF Board Members Back an Extraordinary Election Congress

    Turkish Football Federation board members meeting in Riva reportedly reached a consensus in favor of an extraordinary elective congress. President İbrahim Hacıosmanoğlu was abroad for UEFA meetings and did not attend. The board is expected to consider a formal decision on Friday; the TFF had not publicly announced an election decision at the time of publication.
