Fund Investigation | 85 Arrested as Voluntary Repayments Begin
Justice Minister Akın Gürlek said 85 suspects have been arrested and 207 people have faced judicial action in Türkiye's investment-fund investigation. He said five people had made payments into a voluntary-return account opened by the Savings Deposit Insurance Fund (TMSF), while investigators are examining investors who entered funds for short periods and exited with unusually high profits. Authorities have also begun legal steps to recover money transferred to Switzerland.
Gürlek said repayment does not close a criminal file. Covering twice the loss may qualify as grounds for effective remorse under the legal process, he said, but does not end the investigation. A Gedik Yatırım analysis found that the portfolio value of 129 funds in liquidation fell 34.3 percent between September 15 and September 30, from TL992.5 billion to TL652.3 billion. The study identified 455,758 unique investors and estimated that roughly TL334 billion of assets could have limited liquidity.
Mecca Pact | Wilson Backs Activation as Red Sea Operations Expand
US Representative Joe Wilson welcomed the activation of the Mecca Defense Alliance after Türkiye, Saudi Arabia and Pakistan approved measures for the rapid provision and deployment of agreed military forces and capabilities to Saudi Arabia. Wilson said the alliance had the potential to become a "NATO of the Middle East" and thanked the three countries for acting against Iranian-backed Houthi attacks. His remarks were a congressional endorsement, not a White House, State Department or Pentagon position.
The statement followed Monday's rapid-deployment decision in Riyadh. Separately, the Saudi-led coalition said its naval forces carried out an operation in Yemen's Al-Hudaydah governorate, destroying weapons depots, explosive-laden boat facilities and naval mines. The coalition said the operation disrupted planned attacks on waterways in the southern Red Sea and was intended to protect navigation through Bab al-Mandab.
Black Sea | Two Merchant Ships Hit in Bulgaria's Economic Zone
Drones struck two commercial vessels in Bulgaria's Black Sea exclusive economic zone on Tuesday. The Togo-flagged ALFA WATAN sank and its crew remained unaccounted for at the time of reporting. The Palau-flagged ABLE was also hit; its crew survived and two people were injured. Bulgarian authorities had not publicly identified the attacker.
The attacks followed Monday's deadly incident involving the Saint Kitts and Nevis-flagged Royad Mammadov off Romania. The vessel was Turkish-owned and carried Azerbaijani and Indian crew. Two people died and 11 were rescued. Ukrainian President Volodymyr Zelenskyy blamed Russian drones, while Romanian authorities confirmed the casualties and rescue operation without publicly attributing the strike.
Türkiye has already sent Moscow and Kyiv a written proposal to curb attacks on civilian shipping. The new incidents also come during Greece's October presidency of the United Nations Security Council, which has scheduled a high-level meeting on freedom of navigation and maritime security for October 29.
Cyprus | Christodoulides Seeks New Erhürman Meeting
Republic of Cyprus President Nikos Christodoulides said he would ask Turkish Cypriot leader Tufan Erhürman to meet next week, reopening leader-level contact after the two sides left New York farther apart than they entered it. Christodoulides said the discussion should return to the three areas identified by United Nations Secretary-General António Guterres: confidence-building measures, methodology and the substance of the talks.
Guterres has tied another expanded meeting involving the two Cypriot sides, Türkiye, Greece and the United Kingdom to adequate progress on those files. The confidence-building agenda is also entangled with unresolved status disputes, including citizenship rights for children of mixed marriages, one of the issues Erhürman has repeatedly raised as part of the Turkish Cypriot side's case over equal treatment.
Oruç Reis | October NAVTEX Keeps Gas-Pipeline Survey Active
Türkiye's NAVTEX 0953/26 remains in force through October 25 for scientific research and underwater operations by Oruç Reis, Denar Pathfinder, Denar Echo and Kırıcı in the Eastern Mediterranean. Greek diplomatic sources say the work is linked to the planned Türkiye-TRNC natural-gas pipeline, while Greece and the Republic of Cyprus challenge the legal basis for activity in maritime areas claimed by the Republic of Cyprus.
The new notice moves the project beyond the limited offshore work announced in July. The planned Anamur-Teknecik connection is approximately 101 kilometres long and is designed for bidirectional flow. The October survey has already opened a new maritime-jurisdiction dispute around the project.
NUSRET-2026 | Türkiye Opens Multinational Mine-Warfare Exercise
Türkiye began NUSRET-2026 on Tuesday, with the exercise running through October 16 in the Gulf of İzmir and off Karadeniz Ereğli. NATO Standing Mine Countermeasures Group 2, the Bulgaria-Romania-Türkiye MCM BLACK SEA task group, Turkish naval, air and coast guard units, and explosive-ordnance-disposal and autonomous-underwater-vehicle teams from the United States, Belgium, the Netherlands, Kuwait, Romania and Oman are taking part.
The exercise was scheduled before the latest attacks on commercial shipping. Its opening now coincides with a sharp deterioration in maritime security across the western Black Sea.
Inflation | Official Rate Falls Below 30%, ENAG Remains Higher
Türkiye's official annual consumer inflation fell to 29.73 percent in September, the first reading below 30 percent since November 2021. Monthly inflation was 1.84 percent, according to the Turkish Statistical Institute (TÜİK). The independent Inflation Research Group (ENAG) calculated monthly inflation at 2.10 percent and the 12-month rate at 46.61 percent.
Halkalı-Kapıkule | European Border Rail Link Opens October 9
Türkiye will open the 153-kilometre Çerkezköy-Kapıkule section of the Halkalı-Kapıkule rail project on October 9. The double-track electrified line will carry passengers and freight and extend Türkiye's high-speed rail network to Kapıkule on the Bulgarian border, strengthening the country's rail connection with Europe.
Space | HÜRSAT-1 Targets 2027, HÜRSAT-2 to Use ŞİMŞEK-1
TUSAŞ General Manager Mehmet Demiroğlu said HÜRSAT-1 is planned for launch in mid-2027 with sub-one-metre optical resolution. TUSAŞ and ROKETSAN also signed the HÜRSAT-2 project agreement in Antalya, with launch planned for 2028-2029 on ROKETSAN's ŞİMŞEK-1 rocket.

ASELSAN signed export contracts worth a combined $157.9 million for overseas end users. The contracts cover electronic warfare, electro-optics, seeker heads, reconnaissance and surveillance, communications and weapons systems. The customer or customers were not publicly identified.
Istanbul | 14 Detained in ISIS and Al-Qaeda Investigation
Turkish police detained 14 suspects in Istanbul in an investigation into alleged links to ISIS and al-Qaeda. Police said the inquiry covers terrorism financing, contacts with people linked to conflict zones and social-media posts praising the groups. Investigators are also examining whether suspects were preparing actions targeting Türkiye.
