    On October 5, 2026, Türkiye, Saudi Arabia and Pakistan approved immediate steps to provide agreed military forces and capabilities for rapid deployment in Saudi Arabia under the Mecca Pact. A Turkish-owned grain carrier also sank off Romania, while Nexans rejected reports that it would contact Ankara over the Great Sea Interconnector.

    Mecca Pact Moves Toward Rapid Deployment in Saudi Arabia

    The Strategic Political and Defense Committee of the Mecca Pact held an emergency meeting in Riyadh and approved immediate implementation of the alliance's collective defense commitments. The joint statement said the three countries would take measures to provide agreed military forces and capabilities for rapid deployment in Saudi Arabia under agreed arrangements and each party's national legislation.

    The committee appointed retired Pakistani Lt. Gen. Nauman Mahmood as the alliance's first secretary-general for a three-year term. It also condemned the attempted targeting of Makkah and Madinah and continuing attacks on Saudi cities and civilian and economic facilities.

    Foreign Minister Hakan Fidan said the extraordinary meeting had been brought forward by developments involving Yemen and Saudi Arabia and that work to institutionalize the agreement was nearing completion. He said the Turkish delegation, which included Defense Minister Yaşar Güler and Chief of General Staff Gen. Selçuk Bayraktaroğlu, also discussed military, operational and technical steps.

    The September 25 meeting of the three countries' military chiefs had covered intelligence cooperation, military coordination, capability integration, deterrence and collective defense. The October 5 decision now adds an implementation mechanism. It also follows Fidan's statement that Türkiye could meet Saudi military needs in certain technical areas.

    Turkish-Owned Grain Carrier Sinks as Ukraine Blames Russian Drones

    Two people died and 11 were rescued after the Saint Kitts and Nevis-flagged Royad Mammadov, a Turkish-owned grain carrier, caught fire and later sank outside Romanian territorial waters. The vessel had sailed from Ukraine's Izmail port carrying corn and was heading to Ravenna, Italy.

    Ukrainian President Volodymyr Zelenskyy said two Russian drones struck the vessel. Romanian authorities confirmed the deaths and rescue operation but had not publicly established the cause of the fire. Russia separately said it struck two cargo ships carrying military equipment or supplies but made no specific reference to the Royad Mammadov.

    The incident comes as Türkiye presses Russia and Ukraine to curb attacks on commercial shipping under a proposal Ankara has raised with both governments.

    Tanker Attacks Rise as Gulf Oil Exports Recover

    At least seven tanker attacks were reported around the Strait of Hormuz during the first week of October, including incidents involving the Lipsi and Kazimah III. No crew casualties were reported in those two cases.

    Reuters-cited shipping data showed Middle Eastern crude exports exceeding pre-war levels on 14 days in September. The seven-day moving average reached 18.3 million barrels per day at its peak.

    Nexans Denies Planned Türkiye Contact as GSI Survey Date Circulates

    Nexans categorically denied having had or planning any contact with Turkish authorities over upcoming seabed surveys for the Great Sea Interconnector. The French cable contractor said its coordination is conducted strictly with the project promoter and the Greek and Republic of Cyprus authorities under its contract.

    The denial cuts across Greek reporting that had described a possible formula involving Nexans notifying Ankara before surveys east of Kasos and Karpathos, with around October 26 cited as a possible restart date. Greek and Cypriot reports continue to describe Athens and Paris as working on a formula, including scenarios involving separate Greek and Turkish NAVTEX notices.

    Türkiye's Defense Ministry says activity in areas Ankara claims as continental shelf must be coordinated in advance and that unauthorized work will not be permitted.

    ASELSAN Signs €2.46 Billion Air Defense Contracts

    ASELSAN signed contracts worth a total of €2.46 billion with Türkiye's Secretariat of Defense Industries for hybrid air defense systems. The company told the Public Disclosure Platform that the agreements would have a positive impact on revenue and listed October 5 as the expected start of the new business relationship. No delivery schedule was announced.

    Türksat 7A Targets November Production Start

    Transport and Infrastructure Minister Abdulkadir Uraloğlu said Türkiye expects to complete the Türksat 7A contract in November and then begin production. The satellite will follow Türksat 6A and is intended to expand Türkiye's communications capacity.

    Christodoulides Points to New US-Linked Energy Announcement

    Republic of Cyprus President Nikos Christodoulides said a major energy announcement expected in the first half of October would expand the presence of US companies in the Republic of Cyprus exclusive economic zone. He cited Chevron and ExxonMobil. US President Donald Trump shared the interview in which Christodoulides made the comments.

    The announcement would come as work continues on the Aphrodite-Ishai gas file and Chevron-led engineering for Aphrodite, where the Republic of Cyprus is also pursuing an export route through Egypt.

    Annual Inflation Falls Below 30 Percent

    Türkiye's annual consumer inflation fell to 29.73 percent in September, dropping below 30 percent for the first time since November 2021. The Turkish Statistical Institute said monthly inflation was 1.84 percent. Domestic producer prices rose 27.38 percent year on year and 2.07 percent on the month.

    Syria

    Ankara Condemns Renewed Israeli Work in Quneitra

    Türkiye's Foreign Ministry condemned Israel's resumption of work along what it called the "Sufa 53 line" in Syria's Quneitra province. Ankara said the activity erodes the 1974 Separation of Forces Agreement and called for Israel to end its activities and withdraw from Syrian territory it occupies.

    Yasin Kol and Göktuğ Hazar Erel Arrested in Referees Probe

    A court ordered the arrest of Süper Lig referee Yasin Kol on allegations of match fixing and incentive payments and assistant referee Göktuğ Hazar Erel on an allegation of document forgery.

    A report based on Financial Crimes Investigation Board data said Kol's accounts recorded TL135 million in transaction volume across 5,978 transactions between 2012 and 2026. It also identified 47 outbound payments to people bearing the same names as assistant or fourth officials who had worked matches with Kol. The report said the purpose of those payments could not be determined. Kol denied illegal betting and rejected the findings.

    Bosphorus News Reading

    The October 5 Riyadh decision is the pact's first explicit order for immediate implementation of collective defense commitments. The three governments approved measures for agreed forces and capabilities to be made available for rapid deployment in Saudi Arabia. The joint text explicitly places those steps under each party's national legislation.

    On GSI, Nexans removed itself from the reported Ankara-contact formula, leaving any notification arrangement to governments and project authorities. The possible October 26 survey date remains a reported target, not an announced operational schedule. In the Black Sea, another Turkish-owned commercial vessel has been lost while Ankara is pressing Moscow and Kyiv to curb attacks affecting civilian shipping.
