Antalya Plans Leave Cyprus Talks Unsettled
Turkish Cypriot leader Tufan Erhürman and Greek Cypriot leader Nikos Christodoulides are expected at COP31 in Antalya on November 9–20. A meeting between them, or with President Recep Tayyip Erdoğan, has yet to be arranged. Their October 13 meeting under United Nations (UN) auspices ended without agreement on new crossing points or how to resume formal negotiations. Both plan to attend a bicommunal festival in Pyla/Pile on October 17 and meet again the following week.
The disagreement now extends to what the leaders said at the UN meeting. Turkish Cypriot Foreign Minister Tahsin Ertuğruloğlu challenged Christodoulides' claim of agreement on relevant UN Security Council resolutions. Greek Cypriot negotiators are pressing for the release of the UN's record of earlier negotiating convergences before formal talks restart. Britain reiterated its support for a bizonal, bicommunal federation with political equality. No common negotiating framework has emerged.
The European People's Party backed the Republic of Cyprus's bid to join the Schengen Area; an EU decision is still pending. Erhürman's planned October 15 trip to Ankara was postponed for health reasons, with no new date set.
Nexans Applies to Resume GSI Surveys
French cable manufacturer Nexans moved to restart seabed surveys for the Great Sea Interconnector (GSI). A vessel-use exemption application dated October 14 names the French-flagged ABEILLE MARENGO for work in Greek territorial waters. Greek authorities are also examining survey authorization and the navigational warning (NAVTEX) process. Public broadcaster ERT said the proposed work runs through December 31, with a possible extension. No restart of surveys has been confirmed.
The applications advance preparations for the cable but do not resolve the dispute over notification to Türkiye. Ankara wants the vessel's flag state to make diplomatic contact before surveys in waters claimed by Türkiye. The published vessel-use request concerns Greek territorial waters; it does not authorize work in the disputed maritime areas further along the cable route.
Republic of Cyprus Energy Minister Michalis Damianos told public broadcaster RIK that his government would release €25 million once Greece issued the NAVTEX. The notice and the payment are still pending.
Aphrodite–Ishai Negotiators Meet; Gas Pipeline Targets Stand
Republic of Cyprus and Israeli officials held an online meeting on October 14 over the allocation of gas in the cross-border Aphrodite–Ishai reservoir, Cyprus News Agency reported the next day. The long-running negotiations have yet to produce a resource-sharing agreement.
Turkish Cypriot Prime Minister Ünal Üstel again put the target for a natural gas connection with Türkiye at two years, with a projected cut of up to 50% in electricity costs. Preparations include an Oruç Reis seabed survey for the Türkiye–Turkish Republic of Northern Cyprus (TRNC) pipeline. The cost reduction is a government projection, and an offshore construction contract has not been confirmed.

Cyprus Exercises Coincide With Greek–Turkish Naval Contacts
Turkish and Turkish Cypriot land, sea and air units demonstrated their capabilities at the October 15 distinguished visitors' day of Akdeniz Fırtınası-2026 in Sadrazamköy. Public broadcaster BRT reported the exercise dates as October 8–17. On the same day, the Republic of Cyprus National Guard completed the live-fire phase of IRIS-2026 at Kalo Chorio. The official accounts give no indication that either exercise was a response to the other.
Greek Cypriot Defense Minister Vasilis Palmas met an Egyptian border-guard commander to discuss military cooperation and security in the Eastern Mediterranean. A Greek naval delegation also completed a three-day visit to Türkiye under confidence-building arrangements, while the Greek ship Heracles joined vessels visiting İzmir for NUSRET-2026.
Libya Threatens to Suspend Talks Over Crete Surveys
Libya warned that planned Greek seismic surveys south of Crete could halt maritime boundary talks, according to Greek reporting on an August 24 diplomatic note whose full text has not been independently verified. Athens rejected the protest and defended the planned surveys as lawful. Libya submitted its claimed continental shelf limits to the UN in May 2025, but the two countries have not delimited the waters concerned.
Greek and Egyptian diplomats held their third consultation round on Libya in Athens on October 15, covering the UN political process, elections, Libya's institutions, migration and maritime law. The Greek Foreign Ministry's account did not mention the Libyan protest or the 2019 Türkiye–Libya maritime memorandum.
The dispute south of Crete concerns a seismic-data tender, distinct from Greek exploration leases signed with Chevron and HELLENiQ ENERGY. Türkiye upholds the 2019 agreement with Libya. Greece rejects it, citing the maritime rights it claims for Crete and other islands.

Two More Tankers Attacked Off Romania
Drones struck the chemical tankers Wine Trader and Yara J off Romania on October 15, setting both on fire. Reuters and the Associated Press reported seven Wine Trader sailors missing in later updates; Yara J's crew was safe. Two other merchant ships, Chelsea 3 and HS Dignity, had been attacked off Bulgaria on October 13.
Romanian and Bulgarian leaders met NATO Secretary General Mark Rutte in Brussels. Romanian authorities had not formally established who carried out the tanker attacks. Reuters cited a NATO military source who attributed the drones to Russia; the alliance announced no formal finding or new escort operation.
Türkiye's proposal to Moscow and Kyiv to protect civilian shipping has yet to produce an agreement. Kyiv also announced that an arrangement limiting attacks on energy facilities had broken down and resumed strikes on Russian energy targets. Responsibility for the tanker attacks remains under investigation.

Mecca Pact Awaits Ratification as Dendias Visits Riyadh
Türkiye's Defense Ministry said troops could be sent to Saudi Arabia under the Mecca Joint Defense Agreement only after the pact received parliamentary approval and the deployment was separately authorized. Those steps have not been completed. Saudi Arabia reported further attacks on energy and transport sites, and the Houthis claimed a strike near the internationally recognized Yemeni government's headquarters in Aden.
Greek Defense Minister Nikos Dendias met Crown Prince Mohammed bin Salman and Defense Minister Khalid bin Salman in Riyadh on October 15. The talks covered regional security and the Greek Patriot battery already stationed in Saudi Arabia. Its deployment to protect the Yanbu energy corridor predates the meeting. What Türkiye might contribute under the Mecca defense agreement has yet to be specified.
The European Council confirmed that the EU–Gulf Cooperation Council summit scheduled in Riyadh for October 24 had been postponed, without giving a reason. The Organization of Islamic Cooperation plans to hold a foreign ministers' meeting in Baghdad on October 17–18.
UN Warns on Gaza; Iran Shipping Pressure Continues
Acting UN Middle East peace coordinator Ramiz Alakbarov warned the Security Council on October 15 that the Gaza ceasefire was in danger. Citing Gaza health authorities, he put the number of Palestinian deaths since it began at about 1,500. He also raised the risks facing families in flood-prone areas and people sheltering in unsafe buildings. Proposed transitional governance and international stabilization arrangements have yet to be fully implemented.
Reuters described Iranian operations to monitor and pressure commercial traffic around the Strait of Hormuz and the Gulf of Oman. The United States imposed fresh sanctions on Iran-linked financial networks on October 15; its new list did not identify a Türkiye-based company. Washington is also weighing applications to remove some oil tankers from earlier sanctions lists, subject to individual review.

Fidan Walks Out During Herzog Address; Caspian Cable Opens
Foreign Minister Hakan Fidan and delegates from more than 10 countries walked out when Israeli President Isaac Herzog began speaking at the Conference on Interaction and Confidence Building Measures in Asia (CICA) summit in Baku, Anadolu Agency reported. Fidan called for Palestinian statehood in his address and held separate meetings with Azerbaijani President Ilham Aliyev and foreign ministers attending the summit.
Aliyev and Kazakhstan's President Kassym-Jomart Tokayev also inaugurated the Trans-Caspian Fiber-Optic Cable Line, linking Azerbaijan and Kazakhstan across the Caspian Sea. Both governments place the project within the Digital Silk Way initiative. The announcement covered the Azerbaijan–Kazakhstan segment, with no Turkish operating agreement disclosed.
Syrian Intelligence Arrests Mihraç Ural
Syrian intelligence arrested Ali Kayalı, also known as Mihraç Ural, according to Syrian state agency SANA. Ural is accused of involvement in the 2013 killings around Baniyas in Syria and is a suspect in the Reyhanlı bombings that killed 53 people in Türkiye that year. Syrian reports referred to coordination with Turkish intelligence.
Turkish security sources told Anadolu Agency that the arrest concluded a series of operations against suspects in the Reyhanlı case. Authorities have announced neither an extradition decision nor where Ural would stand trial. The allegations in Syria and the Reyhanlı investigation concern different cases.
ÇAKIR Order Signed; F-35 and C-130J Talks Continue
Türkiye's Presidency of Defense Industries signed a contract with ROKETSAN on October 15 to procure ÇAKIR cruise missiles for the Turkish Land Forces. The order quantity, value and delivery dates were not disclosed. The Defense Ministry separately reported the acceptance of other munitions under existing orders.
The ministry said talks with Washington continued over six F-35 aircraft built for Türkiye and called for the removal of restrictions under the Countering America's Adversaries Through Sanctions Act (CAATSA). Washington announced no new waiver or transfer approval. The first two of 12 C-130J transport aircraft being acquired from Britain are expected in December; aircraft modifications and personnel training are under way.
The amphibious assault ship TCG Anadolu, frigate TCG Gaziantep and submarine TCG Gür are due to join NATO's Neptune Strike 26-4 exercise on October 16–21. A distinguished visitors' day is scheduled aboard Anadolu in the Gulf of Taranto on October 19.

Fund Liquidation Bill Clears Parliamentary Committee
Türkiye's parliamentary Plan and Budget Committee approved bill 2/3939 late on October 14, advancing legislation on the liquidation of funds affected by September's regulatory intervention. It provides for recovering missing assets and interim payments of up to 1 million lira to eligible investors. The bill still requires further parliamentary action before becoming law.
The criminal investigation continues on its own track, as do investor compensation and FTSE Russell's December index review. Türkiye's market classification had not changed as of October 15.
Osman Gazi Prepares to Sail; Greek Gas Exports Rise
Türkiye's Energy Ministry expects the Osman Gazi floating gas production platform to leave Filyos for the Sakarya field on October 17. The project is intended to raise daily production from roughly 9.5 million to 20 million cubic meters once operational.
Greek Energy Minister Stavros Papastavrou said the country exported 169% more natural gas in September 2026 than in September 2025, with most of it moving north through the Vertical Corridor. The figure covers total Greek gas exports, not a separate measure of corridor throughput.
Istanbul Floods Kill Three; Six Still Missing
Flooding killed three people in Istanbul on October 15, Interior Minister Mustafa Çiftçi reported. Rescuers brought 3,055 stranded people to safety. In his 9 p.m. update, five people remained missing in Istanbul and one in Kocaeli. Damage surveys began, and authorities suspended classes for October 16 in Istanbul, Kocaeli, Sakarya and Yalova.
Rainfall reached 277.1 millimeters in Beykoz, a local record since 1942 according to Istanbul authorities. Greece's public broadcaster ERT also reported fatal flooding in the eastern islands. Authorities have not established whether the storms were driven by the same weather system.

GSI survey preparations now face separate Greek vessel and survey authorization steps. A NAVTEX is still pending and would trigger a €25 million payment from the Republic of Cyprus. South of Crete, Libya is warning that Greek seismic work could halt maritime boundary talks. Israel and the Republic of Cyprus are back at the negotiating table over Aphrodite–Ishai, while the Türkiye–TRNC pipeline has yet to secure an offshore construction contract. The next tangible GSI step is a Greek NAVTEX identifying the survey area; it has not been issued.
In the Black Sea, four merchant ships were hit off Bulgaria and Romania in three days. Ankara's proposal to protect civilian shipping remains unanswered publicly, and NATO has announced no escort mission. In Saudi Arabia, Greece's Patriot mission is already operating; Türkiye's Mecca Pact still requires parliamentary action before any deployment. The postponed EU–Gulf summit leaves Riyadh without the scheduled October 24 diplomatic gathering.
