The Filo Jet search is preparing to move deeper into the wreck off Kyrenia, while Crete reshapes Greece's migration map and Türkiye reappears as a possible venue for Ukraine talks.

Deep-Water Vessel Due to Join Filo Jet Search
A specialist deep-sea vessel dispatched from Istanbul is expected to reach Cyprus on Sunday evening and begin work on Monday as the search continues for 14 people still missing from the Filo Jet ferry disaster.
The latest official figures put the toll at 14 dead and 14 missing from the 28 people initially unaccounted for after the vessel sank off Kyrenia on Aug. 30. The wreck lies at a depth of about 554 meters, where Turkish naval vessels and remotely operated underwater systems have been searching for the missing and collecting material that could help establish how the ferry went down.
The voyage data recorder has not been recovered.
The incoming vessel will reinforce technical work around the wreck while surface and aerial searches continue. Turkish Cypriot Prime Minister Ünal Üstel said specialist companies in Türkiye joined the operation after assessments of the wreck's depth and condition.
Investigators are separately examining the vessel's technical condition, certification and final voyage.
Türkiye on Sept. 12 backed the Turkish Cypriot objection to Washington's decision to extend defense trade access for the Republic of Cyprus through Sept. 30, 2027, saying further armament risked damaging confidence between the two communities. Turkish Cypriot leader Tufan Erhürman and Greek Cypriot leader Nikos Christodoulides meet again in the United Nations buffer zone on Sept. 17 after failing last week to agree on new confidence-building measures.

Mitsotakis Closes Kastellorizo Visit After Ro and Strongyli Stops
Greek Prime Minister Kyriakos Mitsotakis is completing a three-day visit to the Kastellorizo island group on Sunday with events marking the 83rd anniversary of the island's World War II-era liberation.
Mitsotakis visited military outposts on Ro and Strongyli on Saturday with Chief of the Hellenic National Defence General Staff Gen. Dimitrios Choupis and Parliament Speaker Nikitas Kaklamanis. He inspected facilities and met personnel before returning to Kastellorizo, known in Türkiye as Meis.
The islands lie close to Türkiye's Mediterranean coast and remain central to competing Greek and Turkish positions on maritime jurisdiction in the southeastern Aegean and Eastern Mediterranean.
Crete Overtakes the Eastern Aegean Migration Route
Greece's migration map has moved south, with Crete now receiving more irregular arrivals than either the eastern Aegean islands or the Evros land border.
Greek government data reviewed in a Bosphorus News XTRA analysis show 9,973 arrivals on Crete from January through July, just over 51% of the 19,456 recorded across Crete, the eastern Aegean islands and Evros. Evros recorded 4,843 arrivals and the eastern Aegean islands 4,640.
Frontex identified the Libya-Crete corridor as the busiest section of the wider Eastern Mediterranean route during the first eight months of 2026.
The pattern in Turkish waters is different. Coast Guard records show the number of migrants recorded in maritime irregular migration incidents falling 53% year on year, from 12,857 to 5,984 through Aug. 30, while recorded deaths rose from 32 to 46.
Those figures cover Coast Guard encounters rather than every attempted crossing and cannot be used as a complete mortality rate. They do show fewer recorded encounters along the older Türkiye-Aegean route as deaths increased.
Greek Coast Guard operations south of Crete continued this week, with several groups rescued south of Ierapetra on Sept. 11 and 12.
Türkiye & Russia
Ankara Says Russian Fertilizer Supplies Will Be Protected From Quotas
Türkiye says its new fertilizer memorandum with Russia will protect supplies needed by Turkish agriculture from export quotas or other restrictions while Moscow's wider controls remain in force.
The Türkiye-Russia fertilizer agreement was signed in Moscow by deputy agriculture ministers from the two countries.
Agriculture and Forestry Minister İbrahim Yumaklı said the arrangement would secure fertilizer and raw materials that Türkiye cannot produce, or cannot produce in sufficient quantities, as farmers approach the autumn production cycle.
Russia limits specified mineral fertilizer exports to countries outside the Eurasian Economic Union. Türkiye is not a member.
Yumaklı said products required by Türkiye would not be subject to those restrictions. The memorandum has not been published, however, and no separate public amendment to Russia's quota rules naming Türkiye as an exemption has been identified.
Russian fertilizer shipments to Türkiye nearly doubled in 2025, according to Russian Agriculture Ministry figures reviewed by Bosphorus News. Ankara had already reduced customs duties on urea imports to zero in March as conflict disrupted other supply channels.
Ukraine
Türkiye Returns to List of Possible Hosts for October Talks
Ukraine is preparing for the possible resumption of trilateral talks with Russia and the United States in October, with Türkiye again among the countries being discussed as a venue.
Kyrylo Budanov, chief of staff to Ukrainian President Volodymyr Zelenskiy, said Kiev was preparing for another round after U.S. envoys Steve Witkoff and Jared Kushner visited Moscow and Kiev. Zelenskiy later named Türkiye, the United Arab Emirates and Switzerland as possible hosts.
The Kremlin has not ruled out renewed talks but says it is too early to agree on a date or location.
The previous three-way format stalled earlier this year, with territory in Donbas among the principal unresolved issues. Türkiye has stayed involved through separate contacts with Washington, Moscow and Kiev and could again provide the venue if the sides settle on Ankara or Istanbul.
Saudi Arabia & Gulf Security
Iraq Seizes Drone Launch Platform Used in Saudi Pipeline Attack
Iraqi security forces have seized a drone-launching platform linked to the attack on Saudi Arabia's East-West oil pipeline.
The platform was found in Maysan province near the Iranian border. Baghdad has accepted an Iranian request to participate in the investigation and review its findings.
Foreign Minister Hakan Fidan spoke by phone with Saudi Foreign Minister Prince Faisal bin Farhan as attacks on Saudi territory intensified. Türkiye condemned the strikes and backed Riyadh's effort to contain the escalation.
The attacks come less than two weeks after Türkiye, Saudi Arabia and Pakistan established the institutional machinery of the Mecca defense framework. No collective military response under the pact has been announced.
Hormuz & Energy
Another Vessel Hit as Oman Talks Approach
A commercial vessel was struck by a projectile near the Strait of Hormuz on Sunday, starting a fire and forcing the crew to evacuate as attacks on shipping and energy infrastructure continued.
Saudi Arabia's East-West Pipeline is still shut after drone attacks. The line is the kingdom's main overland route for moving crude toward the Red Sea without using Hormuz and had been carrying roughly 4 million to 5 million barrels a day before the closure.
Brent crude has moved back above $100 during the latest escalation.
Türkiye has already revised its official energy assumptions. The 2027-2029 Medium-Term Program raised its average 2026 Brent estimate from $64.3 to $89.3 a barrel and increased the projected energy import bill from $63 billion to $71 billion.
The government's inflation path also sits above the Central Bank of the Republic of Türkiye forecasts for 2027 and 2028.
Iran and Gulf Cooperation Council states meet in Oman on Monday. An Iranian official has cautioned that no signed Hormuz agreement should be expected, with discussions focused on shipping arrangements while Tehran continues to link a wider reopening of the strait to conditions involving the United States.
Syria
Fidan Visits Syria With SDF Integration Back on the Agenda
Foreign Minister Hakan Fidan is in Syria on Sunday for talks covering the integration of the Syrian Democratic Forces (SDF), security in southern Syria, Israeli military activity and bilateral trade, energy and transport links.
Fidan is expected to meet Syrian Foreign Minister Asaad Hassan al-Shaibani and President Ahmad al-Sharaa. The visit follows al-Shaibani's talks in Ankara earlier this month and months of Turkish pressure for the SDF integration process to be completed under central Syrian authority.
A prison riot and fire in Kobani has added an immediate security problem. At least seven people were killed at a detention facility that remained under Kurdish armed control despite the deployment of Syrian government forces in the town.
Syrian government forces have deployed in Kobani, but authority over the prison and some local security structures has yet to transfer fully.
Libya
Türkiye Offer Advances Libya's 6+6 Election Track
Libya's rival legislative bodies have agreed to reactivate the 6+6 Joint Committee responsible for electoral legislation and backed Türkiye's offer to host its next meetings.
House of Representatives Speaker Aguila Saleh and High Council of State Chairman Mohamed Takala reached the agreement after meeting in Ankara. Their joint statement called for the committee to resume work in the coming days.
The decision advances the Türkiye-hosted Saleh-Takala channel, which brought the heads of Libya's competing legislative institutions to the same table and gave Ankara a role in efforts to complete the electoral-law file.
Greece is pursuing separate interests in Libya, negotiating maritime delimitation with the internationally recognized authorities in Tripoli while working with eastern Libyan authorities to curb migrant departures toward Crete and Gavdos.
Black Sea
Unmanned Debris Rises as Turkish F-16s Head to Romania
Discoveries of unexploded ordnance, unmanned aerial vehicles and unmanned surface vessels in Romanian, Bulgarian and Turkish waters rose from 13 to 40 between consecutive six-month periods, a 208% increase, according to maritime security firm Ambrey.
Across the Black Sea basin, Ambrey recorded 91 discoveries involving at least 105 systems between Sept. 2, 2025 and Sept. 7, 2026. Unmanned systems have overtaken mines as the most frequently reported floating hazard, while the payload status of 58% of the objects was never publicly confirmed.
Two Turkish F-16s and a tanker aircraft will join an enhanced-vigilance training flight in Romanian NATO airspace on Sept. 14, according to Türkiye's Defense Ministry.
Turkish naval officers are also scheduled to attend the Sea Breeze 2026 Naval Commanders Conference in Constanța on Sept. 17-18.
Bosphorus Read
The Filo Jet operation is moving toward the wreck itself. Recovery work, evidence collection and the criminal inquiry now depend increasingly on access to a vessel lying more than 550 meters below the surface. Four days later, Erhürman and Christodoulides return to the negotiating table with Washington's renewed arms waiver adding another point of friction.
Greece faces a different shift farther west. Mitsotakis spent the weekend on Kastellorizo, Ro and Strongyli as the migration route that once concentrated pressure on the eastern Aegean continued moving toward Crete and Evros. The geography producing most arrivals in Greece has changed.
The Gulf reaches Türkiye through costs, supplies and diplomacy. Ankara has raised its oil and energy-import assumptions, sought protection for Russian fertilizer supplies and opened direct contact with Riyadh after attacks on Saudi infrastructure. Hormuz remains restricted while Saudi Arabia's main overland bypass is out of service.
Ukraine is considering Türkiye as a venue for renewed talks, Damascus is discussing SDF integration with Fidan, and Libya's rival chambers have accepted Ankara's offer to host the 6+6 Committee. The files are unrelated, but in each case Türkiye has a seat in the next round rather than watching from outside.
The Black Sea problem is more physical. UAVs, unmanned surface vessels and unexploded ordnance are appearing more often along the Romanian, Bulgarian and Turkish littoral just as Turkish aircraft and naval personnel prepare for another week of NATO activity with Romania.
