Leaders Meet Wednesday With the Next Expanded Conference Still Unsettled
Turkish Cypriot leader Tufan Erhürman and Republic of Cyprus President Nikos Christodoulides will meet under United Nations auspices at 4 p.m. Wednesday, with confidence-building measures and new crossing points still unresolved.
The Aug. 26 meeting is part of the preparatory work requested by UN Secretary-General António Guterres before another expanded meeting involving the two Cypriot sides, Türkiye, Greece, the United Kingdom and the UN. The expected sequence begins with confidence-building measures before moving to methodology and substantive issues. Negotiators have spent much of the run-up on crossing points and previously recorded convergences.
Üstel Answers the Republic of Cyprus Letter to the UN
Turkish Cypriot Prime Minister Ünal Üstel has rejected the Republic of Cyprus government's objection at the United Nations to the planned Türkiye-TRNC natural gas pipeline, arguing that the Greek Cypriot side cannot oppose Turkish Cypriot energy cooperation with Türkiye while concluding its own agreements in the Eastern Mediterranean.
The objection predates Wednesday's meeting, but Üstel's Aug. 24 response returned the energy dispute to the political exchange immediately before the leaders meet. Bosphorus News previously examined how the bidirectional design of the Anamur-Teknecik pipeline turned an engineering project into a legal dispute at the United Nations.

Greece Moves Patriot Battery to Crete as Cyprus Deployment Continues
Greece has transferred a Patriot air-defense battery from Karpathos to Crete, with the system expected to deploy near the Souda military base used by Greek, US and NATO forces.
The move followed Iranian threats against US facilities in Europe and allied assessments that Iranian ballistic missiles with ranges exceeding 2,000 kilometers could reach parts of southeastern Europe. The Patriot battery had been stationed on Karpathos since March.
Four Greek F-16s and the frigate Nikiforos Fokas remain deployed in the Republic of Cyprus as part of the military presence established earlier this year amid concern over Iranian missile and drone attacks. Athens is also considering possible air-defense support for Bulgaria if Sofia makes a formal request.
Flight Safety Group Raises Nicosia FIR Coordination Concerns
The Flight Safety Foundation Southeast Europe-Cyprus said Turkish military aircraft and unmanned aerial vehicles have been operating inside the Nicosia Flight Information Region without coordination with air traffic control services recognized by the Republic of Cyprus.
The foundation said such operations add risk near major air routes and approaches to Larnaca and Paphos airports, while stressing that overall aviation safety in the Nicosia FIR remains at a high level.
The dispute concerns flight-information and air traffic coordination procedures. A flight information region does not by itself define sovereign airspace, an important distinction in reporting aviation disputes on the divided island.

Mitsotakis Narrows the Agenda as Athens Prepares Diplomatic Démarches
Greek Prime Minister Kyriakos Mitsotakis said at an Aug. 24 cabinet meeting that Athens would discuss no issue with Türkiye beyond delimitation of the continental shelf and exclusive economic zone in the Aegean and Eastern Mediterranean.
He also said Turkish objections would not alter Greek spatial planning for renewable energy and tourism. Bosphorus News reported Ankara's position that the Greek planning documents cannot create legal consequences for Türkiye.
Athens is preparing briefings for European partners, allies and international organizations over Turkish maritime measures, including Türkiye's marine parks, alongside diplomatic démarches toward Türkiye and international bodies. Foreign Minister George Gerapetritis has said communication with his Turkish counterpart remains open, while maintaining that Greece retains the right to extend its territorial waters to 12 nautical miles at a time and place of its choosing.

Greece Expected to Issue GSI NAVTEX Within Weeks
Republic of Cyprus Energy Minister Michael Damianos said Greece is expected to issue a NAVTEX within the next few weeks for seabed surveys linked to the Great Sea Interconnector.
The announcement places a time window back on survey work that stalled after the earlier confrontation around Kasos. French investment group Meridiam has signed an agreement to enter the Great Sea Interconnector company as majority shareholder, while a separate agreement involving Greece's Independent Power Transmission Operator, GSI and Nexans covers the seabed surveys required to advance the project.
Bosphorus News has been tracking preparations to restart the Greece-Cyprus cable surveys after the interruption off Kasos, including plans to return with a French survey vessel.
Iran
Treasury Opens Five Sectors to Wider Secondary-Sanctions Risk
The US Treasury launched Operation Economic Outcast on Aug. 24, expanding the categories of Iran-related activity that may expose foreign companies and individuals to secondary sanctions.
The five new sectoral determinations cover digital assets, technology, gold, aviation and shipping. The Office of Foreign Assets Control also sanctioned nearly 60 individuals, entities and vessels operating across several jurisdictions.
Türkiye was not named as a target. Turkish exposure lies in aviation, shipping and third-country commercial services where companies dealing with Iranian counterparties may face additional US compliance risk.
Fidan and Dar Keep the R4 Diplomatic Track Moving
Foreign Minister Hakan Fidan and Pakistan's Deputy Prime Minister and Foreign Minister Ishaq Dar discussed the upcoming Regional Four foreign ministers meeting in a phone call Tuesday, Pakistan's Foreign Office said.
The R4 brings together Türkiye, Pakistan, Saudi Arabia and Egypt. Dar had already accepted Fidan's invitation to attend the next meeting in Istanbul, and the two ministers again discussed the gathering on Aug. 25 alongside other multilateral engagements.
The channel gives Ankara, Riyadh, Cairo and Islamabad a separate diplomatic track as Washington increases economic pressure around Iran.
Syria
Washington Ends 47-Year Terrorism-Sponsor Designation as Turkish Exporters Arrive in Damascus
The United States formally removed Syria from its State Sponsors of Terrorism list on Aug. 24, ending a designation imposed in 1979 after a 45-day congressional review.
Washington also removed the remaining terrorist designation attached to al-Nusrah Front, whose US designation had included Hay'at Tahrir al-Sham as an alias. Much of the broader Syria sanctions structure had already been dismantled, but removal from the state-sponsor list clears another longstanding obstacle to international finance and private investment.
The commercial timing is immediate for Türkiye. A Türkiye Exporters Assembly delegation began a four-day visit to Damascus on Tuesday under Trade Ministry coordination, with business meetings scheduled across construction materials, machinery, automotive products, chemicals, food and metals.
The shift follows the security and diplomatic contacts between Damascus, Israel and Türkiye that Bosphorus News tracked after Israel's strike on Abu al-Duhur airbase.
Black Sea
Kyiv Backs Türkiye's Moratorium as Ankara Warns of Shipping Risk
Ukraine's Ambassador to Türkiye, Nariman Dzhelyalov, said Kyiv is ready to support Ankara's proposal for a reciprocal moratorium on attacks against civilian vessels, commercial ports and energy infrastructure in the Black Sea.
Dzhelyalov also offered Ukrainian cooperation in establishing the circumstances of recent incidents affecting commercial shipping and expressed condolences over Turkish sailors killed in the conflict.
Vice President Cevdet Yılmaz, representing President Recep Tayyip Erdoğan at the Aug. 24 Coalition of the Willing leaders' meeting, said the increase in Black Sea attacks threatens lives, navigation and global food security. Türkiye, he said, is drawing on its experience from the Black Sea Grain Initiative in efforts to restore safe navigation.
Moscow has not accepted the moratorium formula. Bosphorus News has followed the gap between Türkiye's proposed Black Sea truce and the Russian position as attacks increasingly reach commercial vessels and Turkish crews.

Lithuania Seeks Joint Defense Projects and a Baltic-Black Sea-Türkiye Link
Lithuanian Prime Minister Mindaugas Sinkevičius and President Recep Tayyip Erdoğan discussed deeper defense-industry cooperation in an Aug. 24 phone call, with Vilnius calling for concrete joint initiatives between the two countries.
The Lithuanian government also identified stronger energy, transport and logistics connections along a Baltic-Black Sea-Türkiye axis as an area for cooperation and said it would work for closer European Union-Türkiye relations when Lithuania holds the presidency of the Council of the EU in 2027.
Türkiye's military presence in the Baltic has already expanded through NATO, with Turkish F-16s deployed in Latvia on an air-policing mission covered by Bosphorus News.
