    Key military, maritime and diplomatic developments across the Eastern Mediterranean

    On October 11, 2026, Turkish Cypriot leader Tufan Erhürman and Greek Cypriot leader Nikos Christodoulides approached their next UN-hosted meeting with crossing points and negotiating procedures unresolved. Türkiye's regional agenda also included the GSI cable dispute, the Riyadh airport attack, threats to Gulf shipping and a US warning to Ukraine over Russian refinery strikes.

    Cyprus | Leaders Prepare for October 13 Talks

    Turkish Cypriot leader Tufan Erhürman and Greek Cypriot leader Nikos Christodoulides will meet in the UN buffer zone on October 13 at 3:30 p.m. Their negotiators met on October 9 to prepare the session.

    Erhürman wants agreement on a four-point negotiating method. Christodoulides has submitted 19 proposals on substance, procedure and confidence-building measures. The sides also remain apart on crossing points.

    Cyprus | EU Letter Draws Different Turkish Cypriot Responses

    The Turkish Cypriot Presidency highlighted parts of the European Commission's reply to Erhürman's complaints about restrictions on cultural and sporting activities. It cited the Commission's acknowledgement of those concerns and its reference to a 2004 EU position on Turkish Cypriot isolation.

    The Turkish Cypriot Foreign Ministry took a harder line on October 8, calling the reply inadequate on isolation and political status. In a separate aviation decision, the Interior Ministry extended restrictions on drone flights around Ercan airport and nearby villages for three months, citing flight safety.

    Cyprus | Christodoulides Renews Call for Talks

    Christodoulides said at a Morphou event on October 10 that he was ready to resume formal negotiations after President Recep Tayyip Erdoğan renewed his support for a two-state settlement at the UN. The Republic of Cyprus Presidency published the speech on October 11.

    He cited the UN framework and earlier negotiating convergences but offered no agreement on Erhürman's proposed procedure.

    GSI | Cyprus Ties €25 Million Payment to Greek NAVTEX

    Republic of Cyprus Energy Minister Michalis Damianos tied the processing of a €25 million payment for the Great Sea Interconnector (GSI) to Greece issuing a navigational warning (NAVTEX) for renewed seabed surveys. No new operational notice has been confirmed.

    The question of how Türkiye will be notified before the cable survey also remains unsettled. The payment has not been released, and the survey vessel has not been confirmed at work.

    Türkiye–Greece | Military Talks and Aegean Migration

    Turkish and Greek officials met in Chania, Crete, on October 9 to review military confidence-building measures for 2026 and discuss a 2027 program. Greece's Defense Ministry said the next meeting would take place in Türkiye.

    On October 8, Greek Migration Minister Thanos Plevris met Turkish Interior Minister Mustafa Çiftçi. Athens reported a 65% fall in irregular migrant flows in the northern and eastern Aegean but did not specify the comparison period in its announcement.

    Aphrodite–Ishai | Cyprus and Israel Plan New Gas Talks

    Cypriot and Israeli technical teams and legal advisers are expected to meet online during the week beginning October 12 over the Aphrodite–Ishai gas reservoir, the Cyprus News Agency reported on October 9.

    The reservoir crosses their maritime boundary, and the two sides have yet to conclude an allocation agreement.

    Saudi Arabia & Gulf | Riyadh, Mecca Pact and Shipping Attacks

    The October 10 strike on Riyadh's King Khalid International Airport killed at least 12 people and injured more than 300, according to Saudi authorities cited by Reuters. Pakistan reaffirmed its commitments under the Türkiye–Saudi Arabia–Pakistan Mecca Pact. Ankara has announced no new military deployment.

    UN envoy Hans Grundberg warned of renewed large-scale fighting in Yemen, including near Bab el-Mandeb. The US military said it disabled the Panama-flagged Ocean Molica in the Gulf of Oman for defying its blockade on Iran. Another tanker was struck near Hormuz.

    EU | Ministers to Discuss Iran, Shipping and Russia

    EU foreign ministers meet in Luxembourg on October 12 to discuss Iran, freedom of navigation and the Middle East. They will also address Russia's war against Ukraine and Russian hybrid operations targeting EU countries, with Ukrainian Foreign Minister Andrii Sybiha joining part of the discussions.

    Türkiye–France | Defense Roadmap Covers Air Defense

    Türkiye and France signed a defense cooperation roadmap on October 3 covering consultations, intelligence exchange, hybrid threats, air defense and interoperability, Türkiye's Defense Ministry said on October 8.

    SAMP/T air-defense systems and Meteor missiles are among the possibilities under discussion. Neither a new purchase contract nor a delivery was announced.

    NATO | NUSRET-2026 Continues Mine Warfare Training

    Türkiye is hosting NUSRET-2026 through October 16 around the Gulf of İzmir and Black Sea Ereğli, with allied and partner forces training in mine countermeasures. The Turkish Defense Ministry says the drills include responses to drifting and moored mines, a continuing danger to Black Sea shipping.

    Black Sea | Türkiye's Shipping Proposal Awaits Responses

    Türkiye's proposal to protect commercial vessels in the Black Sea remains before Moscow and Kyiv. Foreign Minister Hakan Fidan warned on October 8 that attacks by both sides were increasing ahead of winter.

    Bulgaria has sought consultations with Türkiye and Romania after strikes on merchant ships. The three countries have not announced a new joint protection agreement.

    US–Russia | Washington Warns Kyiv Over Refinery Strikes

    The Financial Times reported on October 11 that Washington warned Kyiv that attacks on Russian oil refineries could jeopardize US intelligence-sharing. President Donald Trump also criticized Ukrainian President Volodymyr Zelenskyy after Washington authorized certain Russian-origin diesel transactions.

    The October 9 US Treasury license covers specified diesel dealings rather than Russian trade generally. Ukraine has resisted calls to stop striking facilities it says support Russia's war effort.

    Syria | Turkish and Syrian Military Chiefs Speak

    Turkish Chief of General Staff Gen. Selçuk Bayraktaroğlu spoke with Syrian counterpart Maj. Gen. Ali Nureddin al-Naasan on October 10. Ankara described the agenda as bilateral relations and regional matters; Syria's official news agency also mentioned military cooperation. Neither government announced a new deployment or signed accord.

    Iraq | Fuad Hussein Meets Tom Barrack in Istanbul

    Iraqi Foreign Minister Fuad Hussein met US envoy Tom Barrack in Istanbul on October 10. Iraq's state news agency said the agenda included cooperation after the international coalition's mission in Iraq, regional security and the Iraqi dinar exchange rate. No new currency or coalition arrangement was announced.

    Turkic States | Istanbul, Lefkoşa and Ankara on OTS Calendar

    The Organization of Turkic States (OTS) marked Turkic States Cooperation Day with a reception in Istanbul attended by Turkish Cypriot Foreign Minister Tahsin Ertuğruloğlu. The event also marked the approaching end of Secretary-General Kubanychbek Omuraliev's term.

    A Turkic World Dialogues panel is scheduled in Lefkoşa for October 12, followed by an OTS foreign ministers' meeting in Ankara on October 29 and a leaders' summit on October 30. Türkiye is due to assume the rotating chairmanship as members pursue closer Turkic cooperation.

    Akkuyu | First Reactor Completes Hydraulic Tests

    Rosatom said on October 9 that the primary circuit of Akkuyu's first reactor unit had passed hydraulic strength testing at 24.5 megapascals, about one-and-a-half times normal operating pressure.

    The tests precede fuel loading and commercial electricity generation. They do not alter Akkuyu's delayed commissioning schedule, Russian financing and contracted electricity prices, which remain central to comparisons with Türkiye's solar power investments.

    EU | Council Approves Defense Industry Omnibus Package

    The EU Council approved Omnibus V on October 9, simplifying defense procurement procedures, permits, reporting requirements and transfers of defense-related products within the bloc.

    Turkish companies supplying European manufacturers could be affected through existing supply chains. The legislation does not itself grant Türkiye access to EU defense financing.

    Türkiye–EU | Marta Kos Discusses Membership and Defense

    EU Enlargement Commissioner Marta Kos told Reuters on October 9 that recent Turkish measures affecting media and civil rights had widened the gap with EU membership standards. She also discussed cooperation on Black Sea security, trade and defense.

    Customs Union modernization, public procurement and European defense initiatives remain subject to their own negotiations. The Commission's enlargement report is expected on October 28.

    KFOR | Turkish Command to Pass to Italy

    Turkish Maj. Gen. Özkan Ulutaş is expected to hand command of NATO's Kosovo Force (KFOR) to Italian Maj. Gen. Roberto Vergori on October 14.

    The command change does not mean Türkiye is withdrawing its troops. NATO says any changes to the mission's force structure will depend on security conditions.

    Armenia | Fidan and Mirzoyan Discuss Bilateral Relations

    Foreign Ministers Hakan Fidan and Ararat Mirzoyan discussed Türkiye–Armenia relations and regional cooperation by telephone on October 9, Armenia's Foreign Ministry said. The readout provided no date for reopening the border and announced no new transport agreement.

    Turkic States | Four Countries Sign Space Industry Framework

    Türkiye, Azerbaijan, Kazakhstan and Uzbekistan signed an OTS space-industry framework contract at the International Astronautical Congress in Antalya on October 6.

    The agreement covers satellites, research and industrial cooperation, building on the OTS-SAT initiative. No satellite construction or launch commitment was announced.

    NATO | Steadfast Noon Begins October 13

    NATO's annual Steadfast Noon nuclear deterrence exercise will begin in Italy on October 13 with 17 participating countries. It will use no live nuclear weapons. NATO has not identified every participant or confirmed a specific role for Turkish aircraft.

    Türkiye | UN Confirms COP31 Host Agreement

    The UN climate secretariat said on October 9 that Türkiye's host-country agreement for COP31 had entered into force on September 18, after parliamentary ratification. The agreement sets the legal and operational arrangements for the November conference in Antalya, including access and contracts.

    The October 13 Cyprus meeting approaches without an agreement on crossings or how formal negotiations should resume. GSI surveys are also waiting on a Greek NAVTEX and clarity over notification to Türkiye.

    After the Riyadh attack, Pakistan publicly reaffirmed its Mecca Pact commitments while Ankara announced no new deployment. US intervention in the Gulf of Oman and Washington's warning to Kyiv add to the disputes affecting regional shipping and energy trade.
