Turkish Frigate’s Libya Exercise Resonates Across the Region

Türkiye Deepens Naval Cooperation with Libya at Al Khums

A Turkish Navy frigate has completed a three-day joint training program with cadets from the Libyan Naval Academy in the coastal city of Al Khums, underscoring the continued military cooperation between Ankara and Tripoli.

The exercise included seamanship drills, onboard instruction, and operational training aimed at enhancing the Libyan Navy’s capacity-building efforts. The program concluded with a formal certification ceremony.

Türkiye’s Ministry of National Defense also confirmed the activity through an official statement posted on its X account, highlighting the importance of naval collaboration and professional military education between the two countries. The ministry’s message emphasized that such engagements contribute to maritime security and reinforce longstanding bilateral ties.

Strategic Context: Maritime Boundaries Back on the Agenda

This latest engagement comes at a time when maritime issues in the Eastern Mediterranean remain diplomatically sensitive. Greece has, in recent months, renewed its calls on Libya to withdraw from the 2019 Türkiye–Libya Maritime Boundary Agreement.

As previously reported by our publication:

  • Libya firmly rejected Athens’ demand, reiterating that the 2019 accord remains valid and is aligned with Tripoli’s sovereign decisions.

Tripoli again dismissed Greek pressure, stressing that the agreement enhances Libya’s maritime rights and regional posture.

Athens escalated its diplomatic tone, with Greece’s parliament speaker urging Libya to abandon the pact, drawing criticism from Libyan officials who labelled the appeal as interference in internal affairs.

Against this backdrop, the Turkish frigate’s training mission is likely to be interpreted not only as a routine military cooperation activity but also as a symbolic reaffirmation of Türkiye’s commitment to its agreements and partnerships in North Africa.

Balanced Assessment: Cooperation Continues, Dialogue Still Needed

The Türkiye–Libya maritime and security cooperation framework remains a complex subject within the Eastern Mediterranean geopolitical landscape. Ankara emphasizes that its agreements with Libya are grounded in international law and mutual consent, while Athens continues to challenge these arrangements through diplomatic channels.

The recent naval training at Al Khums does not alter the broader strategic environment, but it does reinforce a consistent message from both Ankara and Tripoli: cooperation remains active, institutional and long-term.

As maritime issues remain central to regional stability, diplomatic engagement among all actors — Türkiye, Libya, Greece and broader international partners — will be essential to managing tensions and promoting a predictable, rules-based environment in the Mediterranean.

In this context, Türkiye’s outreach through military training, institutional cooperation and public diplomatic messaging aligns with its stated policy of balancing national interests with constructive regional dialogue.
