Türkiye's capital-markets investigation expanded to nine detentions as the Capital Markets Board set payment rules for investors in liquidating funds. In Cyprus, the failed New York trilateral exposed a new procedural clash, and Greece confirmed it will issue the NAVTEX for renewed GSI surveys.
Markets | Fund Probe Widens as Nine Detained, SPK Sets Payment Rules
Nine suspects linked to Destek Holding and Özata Denizcilik are now in custody after Istanbul prosecutors widened the capital-markets investigation. Seven were detained in the first operation and two others were later located and taken into custody.
The Capital Markets Board of Türkiye (SPK) said investors whose September 17 orders through the Türkiye Electronic Fund Trading Platform (TEFAS) were cancelled after the funds were closed to trading will receive payments from liquidation balances in proportion to their holdings. Orders submitted on September 16 or earlier but left unexecuted because of a fund default or failure to publish a price are also covered.
In June, MSCI warned about price formation and possible coordinated trading in low-float Turkish shares, months before the fund investigation expanded.
Cyprus | Holguín Says New York Trilateral Was Not Pre-Planned
United Nations Secretary-General's Personal Envoy on Cyprus María Ángela Holguín said a trilateral meeting in New York involving Greek Cypriot leader Nikos Christodoulides and Turkish Cypriot leader Tufan Erhürman had not been scheduled in advance. Christodoulides proposed the meeting later, and Erhürman asked whether there was a new proposal that could make it productive. Holguín said Christodoulides had reiterated proposals already presented in Nicosia.
Erhürman said he had not rejected a trilateral meeting in principle and would have attended if there were a realistic chance of agreement on even two or three of the seven confidence-building measures put forward by UN Secretary-General António Guterres. He said the sides had failed to converge on the seven points and objected to Christodoulides bringing 19 additional proposals into the process. Greek Cypriot negotiator Menelaos Menelaou said the Greek Cypriot side believes preparatory work has advanced significantly and accused the Turkish Cypriot side of delaying the process.
The dispute also reopens the methodology and convergences file after the UN completed its record of past convergences without resolving how a new round of negotiations should be prepared.
Energy & Infrastructure | Greece to Issue GSI NAVTEX as Türkiye Notification Dispute Remains Open
Greek Foreign Minister Giorgos Gerapetritis said Greece will issue the NAVTEX notices required for renewed seabed surveys tied to the Great Sea Interconnector (GSI) and proceed in coordination with France.
The statement answers one part of the Athens-Paris notification question: Greece will issue the NAVTEX. It does not establish whether Athens or Paris will make the separate prior diplomatic contact with Türkiye before survey work begins.
Maritime Security | Two More Bodies Recovered Near Filo Jet Wreck
Turkish Cypriot authorities recovered two bodies during seabed searches about 1,000 metres from the Filo Jet wreck off Girne at a depth of around 570 metres. DNA testing has begun to determine whether they belong to passengers still listed as missing and to establish their identities.
Before the latest recovery, authorities had confirmed 15 deaths and listed 13 people as missing following the August 30 sinking. The official death toll has not been revised pending identification of the two bodies.
Mecca Pact | Riyadh Secretariat Takes Shape Under Pakistan's Nauman Mahmood
Pakistan has appointed retired Lt. Gen. Nauman Mahmood as the first secretary-general of the Makkah Joint Defence Agreement. Mahmood will lead the General Secretariat being established in Riyadh under the Türkiye-Saudi Arabia-Pakistan pact signed on August 7.
The Riyadh secretariat under Mahmood gives the pact a permanent executive structure as the three countries move from political commitments toward continuing military coordination.
Türkiye & Diplomacy | Coordination Board Sets Next-Stage Work as Fidan Visits UAE
Türkiye's National Solidarity and Integration Coordination Board held its second meeting under Vice President Cevdet Yılmaz. The board reviewed ongoing and planned work under Law No. 7595 and approved the structure, responsibilities and areas of authority of its subcommittees, along with arrangements for interagency coordination.
Foreign Minister Hakan Fidan visited the United Arab Emirates on Monday. Türkiye's Foreign Ministry said the agenda would include preparations for the second Türkiye-UAE High-Level Strategic Council meeting, freedom of navigation through the Strait of Hormuz and Bab el-Mandeb, Yemen and Gaza.
Air & Missile Defense | Poland Keeps Patriot Production Offer on Table
Poland's proposal to host Patriot interceptor production for Ukraine remains part of a wider effort to move more missile production and servicing capacity into Europe. Warsaw first proposed a US-Ukraine-Poland production model in July, arguing that Poland could provide a safer manufacturing location.
Polish and US officials were still discussing joint production and maintenance of Patriot Advanced Capability-3 (PAC-3) missiles in selected European countries in late August, with Poland among the potential sites. A European PAC-3 servicing arrangement is already in place, but no publicly released trilateral production agreement has followed the Polish proposal.
Defense Industry | First HÜRKUŞ-II Aircraft Enter Air Force Inventory
The first two HÜRKUŞ-II basic training aircraft entered Turkish Air Force inventory following acceptance activities at Turkish Aerospace Industries' Kahramankazan facilities.
President of Defence Industries Haluk Görgün said the procurement program had expanded from 15 to 55 aircraft, with all deliveries planned by the end of 2028. He also said production lines would serve foreign orders and that export announcements were expected.
Balkans | Brnabić Takes Over After Vučić Resignation
National Assembly Speaker Ana Brnabić became Serbia's acting president on September 28 after Aleksandar Vučić resigned the previous evening. Serbian law allows the parliamentary speaker to perform presidential duties for no more than three months, with a presidential election required within that period.
Vučić set out his resignation plan earlier this month and said after stepping down that he intends to participate as an ordinary citizen in Serbia's October 25 snap parliamentary election.
