An Istanbul court ordered 20 more suspects jailed in investigations into capital-market transactions, raising the reported number in pretrial detention to 85. The Istanbul Chief Public Prosecutor's Office is handling the case through its Terrorism Financing and Money Laundering Crimes Investigation Bureau.
President Recep Tayyip Erdoğan said the government's first priority was to prevent damage to the economy and its second was to bring those who obtained unlawful gains before the courts. He said the State Supervisory Council, Justice Ministry, Treasury and Finance Ministry and other institutions were working on the case. The Fund Coordination Board is overseeing the response.
The Capital Markets Board of Türkiye (SPK) extended the temporary easing of equity requirements for margin trading until the close of trading on October 30. The measure was introduced on September 17. A1 Capital Portföy also said portfolio transfers had been completed for four funds under liquidation, with Ziraat Bank to conduct the liquidation process.
Defense | Türkiye and France sign cooperation roadmap
Türkiye and France signed a new defense cooperation roadmap after talks involving senior French defense and presidential officials. Türkiye's Defense Ministry said the discussions covered bilateral military relations, strategic dialogue and further defense cooperation.
The ministry said regular contacts would continue. It did not identify a procurement program or name SAMP/T, Meteor or another weapons system as part of the roadmap.
Erdoğan said separately that Türkiye could meet some defense requirements of friends and allies when requested. He did not link the remark to France or to a specific agreement.
Gulf Security | Mecca Pact to discuss political channel with Houthis
The Türkiye-Saudi Arabia-Pakistan Mecca Pact emergency track will discuss an Iranian suggestion for political engagement with Yemen's Houthis when the three countries meet in Riyadh next week.
Pakistan's Foreign Minister Ishaq Dar said the proposal was being considered as an alternative to military action. He described it as informal diplomatic brainstorming rather than a written Iranian proposal. The meeting date has not been announced.
The talks follow the September 25 meeting of the three countries' military chiefs and renewed Houthi attacks on Saudi Arabia.
Black Sea | Moscow rejects limited ceasefires as commercial ship is hit
The Kremlin said it had no specific details on the Türkiye-UN Black Sea ceasefire initiative and argued that limited arrangements would not bring Russia and Ukraine closer to a settlement.
Kremlin spokesman Dmitry Peskov said Moscow wanted comprehensive agreements rather than limited arrangements. Kyiv has already confirmed receiving a Turkish proposal and said it was prepared to consider a maritime ceasefire together with an energy ceasefire.
A Russian attack also struck a Liberian-flagged cargo ship at a port in Ukraine's Odesa region, according to Ukrainian authorities. One person was killed and three were injured. Thirteen other crew members were evacuated.
Energy | Türkiye and Iraq broaden energy talks
Türkiye and Iraq are working on a wider energy agreement following the crude-oil transportation deal signed in August between BOTAŞ, Iraq's State Organization for Marketing of Oil and North Oil Company.
Energy and Natural Resources Minister Alparslan Bayraktar said the two countries were preparing a roadmap covering oil and gas infrastructure, exploration and production, petroleum trade, refining, petrochemicals and electricity. Joint working groups are planned.
An extension of the pipeline network toward Basra has been discussed before. The new step is an attempt to place several energy projects under one longer-term bilateral agreement.
Türkiye-US | Trump praises Erdoğan but gives no CAATSA timetable
US President Donald Trump called Erdoğan a friend when asked why Washington had not removed sanctions imposed on Türkiye under the Countering America's Adversaries Through Sanctions Act (CAATSA).
Trump gave no timetable, decision or mechanism for lifting the sanctions. The CAATSA sanctions were imposed over Türkiye's acquisition of the Russian S-400 air-defense system. The same purchase also led Washington to remove Türkiye from the F-35 program.
Turkic States | Ankara summit set for October 29-30
Türkiye's Foreign Ministry said the 13th Summit of the Organization of Turkic States will be held in Türkiye on October 29-30.
The meeting follows recent work on the organization's Ankara summit and integration agenda, including defense-industry cooperation, transport, trade and institutional coordination. The ministry did not release a detailed summit agenda.
Counterterrorism | 51 detained in ISIS operations across 16 provinces
Turkish gendarmerie units detained 51 suspects in coordinated operations against ISIS across 16 provinces. The Interior Ministry said the suspects were accused of membership, financing the group through affiliated individuals or purported aid organizations, and spreading propaganda online.

The fund case is now being handled on three fronts. Prosecutors are expanding the criminal investigation, fund liquidations are continuing and the SPK is keeping temporary market measures in force.
The France roadmap gives Ankara and Paris a formal defense channel without committing either side to a named procurement program. The Mecca Pact meeting will test whether political engagement with the Houthis can gain support before any further military option is considered.
The Black Sea proposal remains unresolved. Kyiv says it is ready to discuss maritime and energy ceasefires, while Moscow is rejecting limited agreements. The attack on the Liberian-flagged ship shows that commercial shipping remains exposed while those positions remain apart.
Türkiye and Iraq are also trying to move from separate oil and infrastructure deals toward a wider energy agreement. In the US file, Trump's favorable language toward Erdoğan has not yet produced a decision on CAATSA.
