Cyprus Leaders Meet at Pyla Without Deal on Crossings
Turkish Cypriot President Tufan Erhürman and Republic of Cyprus President Nikos Christodoulides sat together at the sixth bicommunal peace festival in Pyla/Pile on October 17. The Turkish Cypriot Presidency confirmed their attendance. The festival produced no agreement on new crossings or a return to formal negotiations.
María Ángela Holguín, the United Nations (UN) Secretary-General's personal envoy for Cyprus, urged the leaders to agree on confidence-building measures and a method for negotiations. In remarks carried by public broadcaster RIK, she questioned why they had failed to open a single crossing in two years. Christodoulides said he had submitted proposals to António Guterres on procedure, substantive issues and confidence-building measures. Erhürman left without speaking to reporters after Christodoulides addressed the crossing-point dispute, RIK reported.
RIK put the next leaders' meeting at 11 a.m. on October 20. The UN had not issued a joint appointment notice.
US Senator Rick Scott Criticizes Türkiye Over Cyprus and GSI
In an October 17 interview in Athens, Republican Senator Rick Scott criticized Türkiye's policies toward Greece and the Republic of Cyprus, questioned its conduct as a North Atlantic Treaty Organization (NATO) ally and backed the Great Sea Interconnector (GSI), the planned electricity link between Greece, Cyprus and Israel.
His remarks came as Athens and Ankara disputed how the GSI survey vessel should notify Türkiye. Scott offered political support for the project, but announced no US financing or protection commitment. Greek authorization for the surveys remained pending.

Romanian F-16s Shoot Down Two Geran Drones Over Black Sea
Romanian F-16s destroyed two drones inside the country's airspace over the Black Sea on October 17. The fighters took off from Borcea Air Base at 5:43 p.m., the Defense Ministry said, and shot down the targets at 6:01 p.m. and 6:05 p.m., southeast and east of Sulina.
Romania later identified both as jet-powered Geran-family drones. The ministry also reported aerial-target detections on eight separate occasions near the Ukrainian border over the preceding week, including four brief incursions into Romanian airspace. The interceptions followed Bulgaria's request for NATO aircraft and counter-drone support after attacks on merchant vessels. Romanian officials gave no launch location or operational attribution for the drones.
Ukraine Seeks Land Routes for Grain as Sea Exports Falter
Ukrainian President Volodymyr Zelenskyy asked Poland, Romania, Slovakia and Hungary to provide transit routes for grain as Black Sea exports faced further disruption, Hungarian Prime Minister Péter Magyar said on October 17.
Magyar said Hungary could accept sealed shipments that passed through the country without entering its domestic market. Kyiv has yet to secure a joint arrangement with all four governments.
Türkiye Sends Osman Gazi Gas Platform to Sakarya Field
The Osman Gazi floating gas-processing platform left Filyos for Türkiye's Sakarya Gas Field on October 17. Energy Minister Alparslan Bayraktar said installation would continue offshore, with the first gas-flaring operation targeted for December.
The 298.5-meter platform will process gas offshore and transfer it to Filyos through subsea pipelines. Ankara wants daily Sakarya production to reach 20 million cubic meters once the new facilities enter service. The platform's departure does not mark the start of additional commercial output.

Egypt Seeks Authority to Defend Saudi Arabia if Requested
Egyptian President Abdel Fattah el-Sisi asked parliament for authority to respond militarily if Saudi Arabia requests help against attacks. Egypt's State Information Service said on October 17 that lawmakers would convene in an emergency session the following day.
Egypt had not ordered a deployment. Its parliamentary process is separate from Türkiye's Makkah Joint Defence Agreement with Saudi Arabia and Pakistan, which awaits ratification in Ankara. A Turkish troop mission would also require its own authorization.
LNG Tanker Reports Gunfire From Skiff Off Yemen
A liquefied natural gas (LNG) tanker reported gunfire from a small boat about 140 nautical miles southwest of Al Mukalla, Yemen, on October 17, according to United Kingdom Maritime Trade Operations (UKMTO).

Trump Waives New Russia-Related Tariffs Before Deadline
The White House waived new sanctions and import duties under the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 in an October 16 executive order, ahead of the first statutory deadline on October 18. The law permits heavy tariffs on certain buyers of Russian energy and parties involved in sanctions evasion.
The order sets no fixed 60-day expiry. It leaves existing Russia sanctions under other US authorities intact and contains no tariff determination against Türkiye.
Türkiye | Defense Industry and Flood Recovery
Turkish Defense Firms Report $15 Billion in New Contracts
Türkiye's defense industry signed $15 billion in new contracts during 2026, Presidency of Defense Industries head Haluk Görgün said at a supply-chain meeting in Bursa on October 17. He expects the total to reach $20 billion by year-end.
The figure includes domestic contracts and is not a measure of completed export sales. Görgün said outstanding domestic orders exceeded $13.4 billion, while major defense contractors placed more than $20 billion in orders with over 16,000 Turkish companies in the preceding three years.

The two Cypriot leaders shared a table at Pyla, but the dispute over crossing points remains unresolved. Holguín is asking them to settle confidence-building measures and the procedure for talks before formal negotiations resume. RIK reported another meeting for October 20 after the October 13 UN-mediated encounter also failed to produce an agreement.
Romanian fighters have now shot down drones inside NATO airspace, days after Bulgaria requested allied aircraft and counter-drone systems following attacks on shipping. Bucharest has not attributed the two drones to a particular operator. Kyiv is looking for overland grain routes as sea transport falters. Türkiye's Osman Gazi platform is moving toward its offshore field, though the new gas capacity is not yet producing.
Egypt is seeking a legal mandate before any military move to Saudi Arabia. Türkiye's Makkah agreement still needs parliamentary ratification and a separate vote to send troops; Greece already has a Patriot battery deployed to protect Saudi energy infrastructure. Off Yemen, armed guards on an LNG tanker fired warning shots after its master reported gunfire from a skiff. Washington's Graham Act waiver removes the immediate tariff deadline without lifting other Russia sanctions or making a Türkiye-specific determination.
