Drones Force Greece to Rethink Aegean Air Policing

    A UAV near Alexandroupolis brought two F-16s into the air and altered a civilian departure as unmanned aircraft take a larger share of Greek-recorded incidents

    Greek authorities scrambled two F-16s on August 28 after a UAV they identified as Turkish entered the Athens Flight Information Region (FIR) without a flight plan. Greek authorities said it also entered national airspace between Samothrace and Lemnos.

    The immediate consequence was felt at Alexandroupolis Airport. An Aegean Airlines flight preparing to depart had its departure procedure changed and was instructed to remain at low altitude until the area was clear. It then continued normally to Athens. Greek F-16s followed the UAV as it moved through the northeastern Aegean and eventually turned back toward the Turkish coast.

    A Greek military source confirmed the incident to AFP but played it down: "It wasn't a serious incident." The air force, the source added, deals with interceptions in the area routinely.

    The civilian flight is what makes the episode more useful than another entry in the decades-old Greek-Turkish airspace dispute. A relatively small unmanned aircraft brought two fighters into the air while civil controllers adjusted a passenger departure below them.

    UAVs Are Taking More of the Workload

    Greek records show the aircraft mix changing during the summer.

    On August 18, Greek Defense Ministry data recorded 25 national airspace violations involving Turkish military aircraft. Seventeen were attributed to UAVs and eight to F-16s, two of them armed. Greek fighters intercepted the aircraft, and one encounter with a Turkish F-16 was classified by Athens as a simulated dogfight.

    By August 13, Greek authorities had logged 433 airspace violations for 2026, compared with 225 during all of 2025, Kathimerini reported. The newspaper said UAVs had accounted for most of the increase during the previous two months, with Bayraktar, Aksungur and ANKA-S among the types appearing in Greek records.

    Those numbers are Greek records, not measurements accepted by both countries.

    Greece claims national airspace extending 10 nautical miles from its coasts in the Aegean, while its territorial sea generally extends six nautical miles. Türkiye recognizes six nautical miles of Greek national airspace and considers the additional four-mile band international airspace. Athens maintains that its 10-mile limit is legally valid and has been in force since 1931.

    The two countries also disagree over military flight plans inside the Athens FIR. Greece records entry without a flight plan as an air traffic rule infringement. Türkiye argues that FIR responsibility does not confer sovereignty and that state aircraft operating in international airspace are not required under the Chicago Convention to submit flight plans in the manner demanded by Athens.

    FIR infringements and national airspace violations therefore have to be kept separate, and the headline totals published by Greece contain incidents arising from legal positions that Ankara rejects.

    Public accounts of the August 28 flight do not provide coordinates precise enough to determine whether the entire episode occurred inside airspace recognized as Greek by both governments or involved the disputed six-to-10-nautical-mile band. The aircraft's type and operator have also not been publicly identified by Ankara.

    Why the F-16s Still Fly

    There is a cost disparity, although the cleanest available figure remains an estimate rather than an official Hellenic Air Force rate.

    Kathimerini calculated an F-16 identification and interception mission at about €20,000 per flight hour, based on Greek assessments and publicly available flight-cost figures. It estimated that operating some Turkish UAVs could cost one-tenth as much.

    Repeated over hundreds of sorties, that difference matters. It does not explain the full job performed by the fighter.

    On August 28 the F-16s were not launched to destroy the UAV. They had to find it, identify it, establish its movement and remain with it while civilian controllers managed traffic around Alexandroupolis.

    A ground-based electronic warfare system might disrupt a drone for less money, but interfering with another state's military aircraft in peacetime is a different act from flying alongside it. The decision is harder when the two governments also disagree over where one country's sovereign airspace ends.

    Cheap counter-drone systems can take over some defensive tasks, but they do not replace identification when the aircraft belongs to another state.

    Türkiye Has Used F-16s Against a Drone Too

    Türkiye faced its own version of the problem eight months earlier.

    On December 15, 2025, Turkish F-16s were sent after an unidentified UAV approaching Türkiye's airspace from the Black Sea. The aircraft was tracked and eventually shot down after the Turkish Defense Ministry concluded that it had lost control.

    The ministry said detection was complicated by the UAV's altitude, speed, size and low radar cross-section. Radar, electro-optical sensors, electronic warfare systems and early-warning data were cross-checked before F-16s were used for the final interception.

    A week later, the ministry described small, low-flying and low-radar-signature UAVs as a new generation of threat facing European countries as well as Türkiye. It also said civilian air traffic and human safety were priorities when choosing how to intervene.

    The Black Sea case did not carry the Aegean's sovereignty dispute, and Türkiye ultimately used force whereas Greece did not on August 28. The operational problem before that decision was similar: a small aircraft had to be detected, identified and followed before commanders could decide whether to leave it alone, escort it or destroy it.

    Türkiye's own response makes the economics harder to turn into a Greek vulnerability story. Both air forces still reach for manned fighters when the track is uncertain enough and the consequences of misidentification are high.

    Greece Is Building Other Options

    Athens is already spending heavily to reduce how often that response has to depend on a fighter.

    Its Achilles' Shield program is built around a five-layer architecture covering anti-aircraft, anti-missile, anti-drone, anti-ship and anti-submarine defense, with sensors and weapons connected through a common command system.

    The Government Council for National Security approved the next procurement stage on July 23. Defense Minister Nikos Dendias said the air-defense portion alone would exceed €3 billion and would be completed in stages over 35 months, with Greek industrial participation worth more than €700 million.

    More relevant to routine drone defense is a separate set of non-kinetic counter-UAV systems approved at the same meeting. Dendias described them as systems using electromagnetic frequencies rather than missiles.

    Athens is also adding surveillance capacity. Another Heron 1 system, microsatellites and additional V-BAT UAVs were approved, with Dendias assigning the V-BAT fleet a networked surveillance role over the Aegean and Evros.

    The investment follows his acknowledgment that Greece had fallen behind in absorbing new military technologies, particularly unmanned systems.

    That hardware gives Greece more choices around bases, ports, islands and other fixed areas. It does not make the August 28 scramble obsolete. A counter-UAV system designed to neutralize a hostile aircraft comes later in the decision chain than identifying an unknown state aircraft in peacetime.

    The Civilian Flight Is the Harder Part

    Europe is wrestling with the same technical problem on a larger scale. The European Commission's February drone and counter-drone plan calls for better detection, cheaper defensive technology and closer coordination between civilian and military authorities. The European Drone Defence Initiative is intended to link detection, tracking and neutralization capabilities across participating states.

    The Aegean does not fit neatly into the threat model that drove much of that work. Greece and Türkiye are NATO allies, their air forces operate close to each other in peacetime, and some of the incidents Athens records take place inside airspace whose legal status they dispute.

    No public record reviewed through August 30 shows Greece taking the Alexandroupolis incident to NATO or the European Union as a request for action against Türkiye.

    UAVs are taking a larger share of the activity recorded by Athens, Greece is building systems intended to handle them without automatically spending fighter hours or expensive missiles, and Türkiye is confronting the same detection problem along its own borders.

    On August 28, Greece still needed the F-16s. The aircraft they were sent to identify was unmanned, close enough to Alexandroupolis to alter a scheduled passenger departure and politically sensitive enough that jamming or shooting it down was never an equivalent option.
