Türkiye entered NATO's new Hybrid Alliance Layered Operations in Space initiative with more than $650 million in signed satellite, communications and early-warning contracts announced at the alliance's Defence Industry Forum in Ankara.
The contracts place TÜBİTAK UZAY and ASELSAN at the centre of the Turkish contribution. Two new high-resolution observation satellites will be built in Ankara, while ASELSAN will develop secure low Earth orbit communications systems and early-warning radars linked to Çelik Kubbe.
Türkiye is one of eight founding participants in HALO alongside Canada, Denmark, Finland, Germany, the Netherlands, Norway and Sweden.
HALO connects national satellites
HALO is intended to connect military satellites that remain under national ownership and control. NATO listed secure communications, intelligence collection and missile tracking among the planned functions.
The project is not yet operational. NATO has not published its data-sharing rules, technical standards or a date for the first connected satellite layer.
Türkiye joined HALO during the same forum session in which its satellite and radar contracts were announced. NATO has not said that İMECE-2 or İMECE-3 has already been assigned to the network.
İMECE moves toward a constellation
Türkiye will build two additional high-resolution observation satellites under a contract worth more than $300 million.
The Scientific and Technological Research Council of Türkiye's Space Technologies Research Institute, known as TÜBİTAK UZAY, identified the platforms as İMECE-2 and İMECE-3. Both will be produced in Ankara and are designed to operate with the existing İMECE satellite.
Two additional platforms turn İMECE from a single-satellite programme into a national constellation. More satellites reduce the interval between repeated observations and increase the area that can be monitored from orbit.
For military users, that means faster imagery over borders, maritime areas, crisis zones and troop movements.
ASELSAN takes communications and radar work
ASELSAN secured contracts worth more than $350 million for low Earth orbit satellite systems, military communications and early-warning radars.
ASELSAN President and Chief Executive Officer Ahmet Akyol said the company had been assigned to design secure LEO communications satellites under a technology programme involving NATO members.
Each contract covers a different layer. Observation satellites collect imagery. LEO systems carry it. Early-warning radars feed detection data into Türkiye's air-defence network.
The package therefore reaches beyond a conventional satellite procurement. It links orbital observation, secure communications and ground-based warning systems around the rapid movement of military data.
One summit, two different defence files
The contrast with the F-35 talks is difficult to miss.
The fighter file left Ankara without a published certification route, sanctions settlement or delivery calendar. The space package came with named contractors, signed agreements and a disclosed minimum value of more than $650 million.
As Bosphorus News reported in its coverage of the F-35 pressure surrounding the Ankara summit, political access, technical certification and delivery remain separate stages. The satellite and radar package has already crossed the procurement threshold.
Neither NATO nor the Turkish institutions involved has published launch dates, HALO integration rules or data-sharing procedures.
Türkiye's contribution has identified programmes, named contractors and signed contracts. HALO's operational structure does not.
