The Mecca pact has cleared a Turkish parliamentary committee, and Erdoğan has already raised its Gulf role with Washington.
On October 28, 2026, President Recep Tayyip Erdoğan discussed the Strait of Hormuz, Yemen and the Mecca alliance with U.S. President Donald Trump. Türkiye also renewed its maritime boundary offer to Egypt, a container ship was struck by drones in the Black Sea, and rival maritime notices complicated cable surveys in the Eastern Mediterranean.

Erdoğan and Trump Discuss Mecca, Hormuz, Yemen and Ukraine
During their October 28 telephone call, Erdoğan told Trump that the Mecca Joint Defense Alliance was monitoring the crises around the Strait of Hormuz and Yemen and pursuing a diplomatic settlement, the Turkish Presidency said. Erdoğan also offered Türkiye's support for renewed Russia-Ukraine talks. Trump congratulated him ahead of Republic Day on October 29 and wished the forthcoming Organization of Turkic States summit success.
The Turkish readout contained no new U.S. commitment to the alliance, Turkish deployment decision or agreement on reopening Hormuz.
Mecca Pact Clears Committee With CHP Support
The Turkish Grand National Assembly's Foreign Affairs Committee approved the Mecca Joint Defense Agreement on October 27 with support from the governing Justice and Development Party (AK Party), Nationalist Movement Party (MHP) and opposition Republican People's Party (CHP). A plenary vote is still required. Lawmakers questioned the ten-year restriction on withdrawal, possible involvement in Yemen and parliamentary oversight of military commitments.
Deputy Foreign Minister Levent Gümrükçü said an assistance request would be assessed jointly by Türkiye, Saudi Arabia and Pakistan, with decisions requiring consensus. He ruled out any deployment plan at present and confirmed that an overseas troop mission would need separate authorization under Article 92 of the Constitution. The committee debate over the treaty's obligations also put the constitutional requirements for any future troop mission on the parliamentary record.
Libya Maritime Vote Faces Objections From Greece and Five Partners
After Libya's House of Representatives approved the 2019 Türkiye-Libya maritime memorandum on October 20, Greece, Egypt, the Republic of Cyprus, Bahrain, the United Arab Emirates and the European Union delivered a joint objection on October 26. They argue that the memorandum disregards third-country maritime rights and cannot impose obligations on states outside it.
Türkiye maintains that the memorandum remains valid. Its October 28 defense briefing concerned a separate maritime proposal to Egypt; the two governments have agreed no boundary.
Türkiye Repeats Maritime Boundary Offer to Egypt
Türkiye's Defense Ministry renewed its offer to negotiate a maritime boundary with Egypt on October 28. Ankara calculates that Cairo could gain more than 15,000 square kilometres of maritime jurisdiction compared with a possible extension of the Greece-Egypt arrangement. The figure is Ankara's assessment, and Cairo has not accepted the offer.
Egypt and Greece delimited part of their exclusive economic zones in 2020, and their foreign ministers have discussed extending the line eastward. Neither that extension nor a Turkish-Egyptian boundary has been agreed. The ministry's October 28 maritime and defense briefing gave no agreed boundary coordinates.

GSI Survey Vessel Remains in Crete Without NAVTEX
The French-flagged Abeille Marengo remained in Heraklion after arriving from Naples on October 27 for work linked to the Great Sea Interconnector (GSI), the planned electricity cable between Crete and the Republic of Cyprus. As of the latest Greek reports on October 28, the required navigational warning (NAVTEX) had not been issued and offshore surveys had not begun.
Republic of Cyprus President Nikos Christodoulides said questions about the exercise of sovereign rights in the project were being handled without extensive public discussion. He gave no date for the ship's departure to the survey area.
Türkiye Challenges Greek NAVTEX for Kobi Ruegg
Türkiye's Antalya station issued counter-NAVTEX 1067/26 on October 28, disputing Greek notices for the Bahamas-flagged Kobi Ruegg. Ankara says the ship is working with Turkish consent in an area of continental shelf it notified to the United Nations in 2020. Greece claims jurisdiction over the survey area and disputes Türkiye's authority to issue the notice.
The Kobi Ruegg is working on a telecommunications cable, separate from the GSI electricity link involving Abeille Marengo. Both governments claim authority over the Kobi Ruegg survey area.
Palmas Describes Greek F-16 and Naval Presence in Cyprus as Permanent
Republic of Cyprus Defense Minister Vasilis Palmas said on October 28 that Greek F-16 fighters and a Greek naval vessel now maintained a permanent presence on the island. In June, he had described the deployments as temporary. Greek frigates have rotated through the area since March; Nikiforos Fokas was the last publicly identified replacement for Elli, in July.
Palmas met Greek Defense Minister Nikos Dendias in Thessaloniki. Palmas gave no details of a basing treaty, permanent airbase or how many aircraft would be present at any one time.
Turkish Aircraft Conduct Training Flight South of Cyprus
On October 28, Türkiye's Defense Ministry announced that Turkish combat and support aircraft had conducted training in international airspace south of Cyprus. It released no breakdown of aircraft types or numbers, describing the mission as part of regular readiness activity and the protection of maritime rights.
The Turkish announcement and Palmas's remarks appeared on the same day, without either side linking the flight to the Greek deployments.
Holguín Returns With Cyprus Crossing Proposals Still Open
United Nations envoy María Ángela Holguín is due on the island on October 29 for consultations ahead of a planned November 9 meeting with Republic of Cyprus President Christodoulides and Turkish Cypriot President Tufan Erhürman. Following their October 27 meeting, the leaders agreed to avoid detailing proposals publicly until her visit.
The October 27 meeting produced no announced agreement on a new Green Line crossing, fenced-off Varosha or direct trade. The leaders also met bicommunal youth and cultural heritage committees and civil society representatives. Access and administrative terms for a new crossing remain unsettled.
Cyprus News Agency Reports Turkish Cypriot Letter to UN
Cyprus News Agency reported on October 28 that Türkiye's UN ambassador Ahmet Yıldız transmitted a letter from Turkish Cypriot representative Murat Soysal calling for cooperation between two states based on sovereign equality and equal international status. The agency said it responded to remarks made by Republic of Cyprus ambassador Maria Michael at the Security Council on September 16.
The original UN document and its circulation date remain unverified. The agency's account provides no basis to report a new UN decision or a change in the Turkish Cypriot side's position.
Republic of Cyprus and Israel Sign Naval Procurement Deal
The Republic of Cyprus and Israel signed a contract on October 26 for an offshore patrol vessel to be built by Israel Shipyards and fitted with Rafael systems. The agreement also covers the modernization of the Republic of Cyprus patrol vessel Ioannides.
Palmas referred to the deal on October 28. The joint announcement did not specify a delivery date or contract value.
Abbas Arrives in Cyprus for Gaza and Amalthea Talks
Palestinian President Mahmoud Abbas arrived in Cyprus on October 28, the Palestinian news agency WAFA reported. He is scheduled to meet Christodoulides on October 29 during a two-day visit covering Gaza, the Amalthea maritime aid corridor, European Union-Palestinian relations and Cyprus.
The arrival announcement preceded the talks; no new arrangement for the aid corridor had been presented.
Greece-Türkiye Air Force Visit and Egypt Naval Exercise Scheduled
A Greek Tactical Air Force delegation is due in Türkiye on November 3-5 to meet the Turkish Combat Air Force commander under the bilateral confidence-building measures plan. Turkish and Egyptian naval units will then conduct the Friendship Sea 2026 exercise off Alexandria on November 4-9, with surface warfare, anti-submarine and air-defense drills.
The ministry confirmed both schedules on October 28 without announcing any change in the countries' maritime positions.

Container Ship Hit by Drones as Black Sea Ministers Meet in Sofia
Three maritime drones struck the Liberia-flagged CONTSHIP JET off Bulgaria on October 28 while it was sailing from Haifa to Constanța. Bulgarian authorities said all 18 crew members were rescued. The attacker was not identified.
In Sofia, the defense ministers of Türkiye, Bulgaria and Romania condemned attacks on merchant vessels and agreed to improve information sharing, early warning and maritime surveillance. Turkish Defense Minister Yaşar Güler urged an end to attacks on commercial shipping and reserved Türkiye's legal rights regarding attacks on Turkish-flagged or Turkish-owned vessels. The joint statement did not assign responsibility for the strike.
Türkiye Continues F-35 Talks and Plans British Transport Purchase
Türkiye remains in talks with Washington over six F-35 aircraft built for its air force, the Defense Ministry said on October 28. It is also seeking relief from restrictions under the Countering America's Adversaries Through Sanctions Act (CAATSA). Neither an aircraft delivery agreement nor sanctions relief was announced.
Türkiye has signed an agreement to acquire 12 C-130J transport aircraft from the United Kingdom. The Defense Ministry had previously said the first two were planned for delivery in December 2026, with the others to follow in stages.
Turkish Frigates Prepare for Somalia Rotation
TCG Gökçeada and TCG Yıldırım are scheduled to sail for Somalia on October 30 with equipment and personnel for the next rotation. Türkiye's Defense Ministry announced the movement on October 28 without identifying a new operating mandate or basing arrangement.
Türkiye Assumes KFOR Deputy Command
Türkiye assumed the deputy command of the North Atlantic Treaty Organization (NATO)-led Kosovo Force (KFOR) on October 27 for a one-year term, the Defense Ministry said. Overall command remains a separate post.

Qatar's Iran Proposal Meets Resistance as Gulf Security Risks Mount
Qatar has proposed a seven-day sequence of reciprocal steps aimed at ending the war involving Iran and the United States, Reuters reported on October 28. A senior Iranian official described the ideas as unacceptable. The proposal had produced no agreed settlement or timetable for reopening the Strait of Hormuz.
The Houthis claimed to have struck Saudi Arabia's Ras Tanura refinery on October 27, but Saudi authorities had not confirmed damage to the facility. Brent crude traded around $115 a barrel on October 28 as the claim heightened concern about Gulf supplies.
International Atomic Energy Agency (IAEA) Director General Rafael Grossi told the UN Security Council on October 27 that inspectors still could not verify Iran's previously declared stockpile, including about 440.9 kilograms of uranium enriched to 60%. UN Yemen envoy Hans Grundberg concluded consultations in Moscow on October 28, with no political agreement announced afterward. Lebanon's National News Agency reported Israeli shelling near Mansouri, Majdal Zoun and Hadatha, although the available reports did not establish a new casualty toll.
European Commission and NATO representatives met refiners on October 28 to address civilian and military fuel supplies. The Commission estimates that European refineries produce about 70% of the jet fuel and 85% of the diesel consumed on the continent. The participants plan to prepare a roadmap, without any announced commitment on production or financing.
AP Examines Russian Satellite Activity Around Houthi Strikes
An Associated Press investigation published on October 27 cited a study by Geneva-based AURORAH Geosignal Intelligence of 40 missile and drone strikes attributed to the Houthis and Iraqi militias between July 1 and October 19. The researchers identified Russian state and military satellite activity near Saudi targets around the time of attacks, including those on oil pipeline pumping stations and an airbase.
Saudi and other sources alleged that reconnaissance reached Iran-aligned groups. The investigation documented no direct transfer of Russian targeting information to those groups, leaving the alleged intelligence link unproven.

Jordan-Syria Border Reopens; Sinjar Dispute and TRIPP Vote Follow
Traffic resumed through the Nasib-Jaber crossing on October 28 after Jordanian airstrikes in southern Syria killed seven people. Amman said it had targeted Islamic State sites connected to a deadly church attack in Jordan. Damascus disputed the claim that the strikes had been coordinated with Syria. The two governments agreed to establish a joint security committee.
In Iraq, federal authorities insisted that security in Sinjar was Baghdad's responsibility, drawing objections from the Kurdistan Regional Government over its exclusion from the arrangements. Iraqi National Security Adviser Qasim al-Aboudi also discussed weapons control, reconstruction and returns to Sinjar with U.S. Chargé d'Affaires Steven Fagin. Baghdad and Erbil have announced no settlement over the district's security administration.
Armenia's National Assembly approved the U.S.-Armenia framework for the Trump Route for International Peace and Prosperity (TRIPP) by 63 votes to 32. The proposed operating company would start with 74% U.S. and 26% Armenian ownership and 49-year development rights, subject to a possible extension. Its charter and shareholders' agreement have yet to be signed. Armenia maintains that the infrastructure will remain under its sovereignty and jurisdiction.

Ankara Prepares for October 29-30 Turkic States Meetings
Foreign Minister Hakan Fidan is due to host Organization of Turkic States (OTS) foreign ministers in Ankara on October 29, before the leaders convene on October 30. Türkiye is expected to take over the organization's rotating chairmanship from Azerbaijan. Transport links, customs arrangements and the Middle Corridor are on the agenda.
Erhürman is expected to attend as Turkish Cypriot President, representing the Turkish Republic of Northern Cyprus (TRNC), an OTS observer. The leaders had yet to meet or approve a summit declaration on October 28.

Türkiye's September Trade Gap Narrows, Nine-Month Deficit Grows
Türkiye exported $25.97 billion of goods in September, up 15.3% year on year, while imports rose 5.6% to $31.13 billion, the Turkish Statistical Institute reported on October 28. The month's trade deficit narrowed 25.8% to $5.16 billion.
Across January-September, the deficit nevertheless grew 5.7% to $70.97 billion. Excluding energy and non-monetary gold, the September shortfall was $541 million.
Borsa Istanbul Halts TERA and TRHOL, Sets Holding's Return Date
Borsa Istanbul suspended Tera Yatırım Menkul Değerler (TERA) at 09:23 on October 28 after the Capital Markets Board revoked the brokerage's authorization and ordered its gradual liquidation. Trading in Tera Finansal Yatırımlar Holding (TRHOL), a separate company, was halted at 09:38 without an initial explanation.
A subsequent exchange notice, issued at 14:40, scheduled TRHOL's return to trading on the Watchlist Market for November 2, following a closure on October 30. The brokerage liquidation and the share suspensions are distinct from a fund investor repayment program. Advances of up to TL1 million in eligible liquidating funds are scheduled to begin on October 30; no equivalent payout date has been set for the brokerage's customers.
Bosphorus News Reading
Erdoğan brought the Mecca alliance into his conversation with Trump one day after the Turkish parliamentary committee backed its founding treaty. CHP joined the governing parties in supporting the treaty even as its own lawmakers challenged its terms. Other members questioned the ten-year withdrawal restriction and the possible application of mutual defense to the Yemen conflict. Gümrükçü said requests for assistance would require consensus and ruled out an existing troop deployment plan. The plenary must still decide on ratification, and any later military deployment would require a separate vote under Article 92. The October 27 committee approval covered neither.
Greece, Egypt, the Republic of Cyprus, Bahrain, the United Arab Emirates and the EU have now jointly objected to the Türkiye-Libya memorandum. Ankara's renewed offer to Cairo rests on its estimate that Egypt could gain more than 15,000 square kilometres by negotiating with Türkiye. Cairo has agreed to no such boundary. At sea, Abeille Marengo still awaits a NAVTEX for GSI work. The separate telecommunications cable survey involving Kobi Ruegg has drawn competing Turkish and Greek notices; the dispute does not establish that GSI surveys have begun.
Palmas now describes the Greek aircraft and naval presence on Cyprus as permanent, a change from his June description of the deployments as temporary. Greek frigate rotations are documented; the available announcements do not establish continuous F-16 basing or a new stationing agreement. Türkiye's Defense Ministry also announced a training flight south of Cyprus on October 28, without either defense ministry identifying a connection between the two announcements. Holguín returns with no agreed location or operating arrangements for new crossings. The bicommunal meetings continue alongside that unresolved negotiation.
The attack on CONTSHIP JET occurred as defense ministers from Türkiye, Romania and Bulgaria met in Sofia to discuss merchant shipping security. All 18 crew members survived, according to Bulgarian authorities, and responsibility has yet to be established. The three ministers agreed to improve early warning and information exchange. Their existing mine-countermeasures cooperation now faces a different threat to commercial traffic: maritime drones. The attacker in this case remains unidentified.
Qatar's proposals face an explicit Iranian objection, and the Houthis' claim about Ras Tanura remains unconfirmed by Saudi authorities. Brent nevertheless reached about $115 a barrel on October 28. With inspections still restricted, the IAEA cannot verify the current status of Iran's stockpile of highly enriched uranium. AP's investigation documented Russian satellite patterns around attacks, and sources alleged that intelligence reached Iran-aligned groups. The available evidence does not establish an actual transfer of targeting data.
In Syria, the Nasib-Jaber crossing reopened after Jordan and Syria agreed to investigate an airstrike that Damascus says was not coordinated. Baghdad and Erbil remain divided over who controls security arrangements in Sinjar. Armenia's parliament approved the TRIPP framework, but the planned operating company still lacks final corporate agreements. Türkiye's September trade deficit narrowed while the January-September gap increased. In the fund and brokerage crisis, three procedures apply: TRHOL is scheduled to resume trading on November 2, Tera Yatırım is being gradually liquidated, and the October 30 advances apply to eligible fund investors under a separate law.
