Foreign Residents: Prepare for a 57,241 TL Tax to Use Your Mobile in Türkiye

ALERT FOR FOREIGN RESIDENTS: Türkiye's Mobile Phone Registration Fee to Skyrocket to 57,241 TL in 2026

International residents and travelers planning to use a foreign-purchased mobile phone with a Turkish SIM card are facing a monumental financial hurdle. The mandatory IMEI registration fee—the tax required to legally activate an imported device on local networks—is set to jump sharply to 57,241 TL (Turkish Lira) starting January 1, 2026.

This impending fee increase is critical news for anyone residing in or frequently visiting Türkiye, as it effectively erases any financial benefit of purchasing a phone abroad.

The New Cost: A Near 40-Fold Increase Since 2019

The staggering new figure for 2026 represents a precise calculation based on the official Revaluation Rate (Yeniden Değerleme Oranı - YDO) announced by the Turkish Statistical Institute (TÜİK).

  • Official Increase Rate: TÜİK set the YDO for 2026 at 25.49%, a rate used to adjust various governmental fees, taxes, and penalties.
  • The Jump: Applying this rate to the 2025 fee of 45,614 TL results in the new, mandatory 2026 fee of approximately 57,241 TL.
  • Effective Date: This cost will be enforced for all registrations made on or after January 1, 2026.

This continuous and steep annual rise is designed to disincentivize the importation of mobile devices. For perspective, the fee was only 1,500 TL in 2019, demonstrating an almost 40-fold increase in just seven years.

Action Required: Deadline for Current Registrants

For those who have recently entered Türkiye and have a foreign phone they intend to register, the clock is ticking to secure the lower 2025 rate.

  • Current Fee: The fee remains 45,614 TL until the end of the year.
  • Final Deadline: To avoid the 57,241 TL price hike, registration and payment must be successfully completed by December 31, 2025.

Key Rules for Foreign-Purchased Devices

Foreigners, including residents and long-term visa holders, must adhere to strict rules to maintain service on a Turkish network:

  • Time Limit: A device must be registered within 120 days of the last entry date marked on the user's passport. If not registered, the device's IMEI will be blocked from all Turkish mobile networks.
  • Registration Frequency: Registration is limited to one device per person every three calendar years.
  • Eligibility: To complete the registration via the official e-Devlet (e-Government) platform, the individual must generally possess a Foreigner Identification Number (YKN), which is typically provided with a residence or work permit. Tourists without a long-term permit usually cannot complete the registration process.

Official Context: The Government’s Position

Treasury and Finance Minister Mehmet Şimşek has acknowledged the debate surrounding tax hikes. While the IMEI fee is expected to be implemented at the full 25.49% YDO, Minister Şimşek noted that the government has the authority to adjust some rates lower than the official figure via Presidential decree, reflecting broader efforts to manage inflation. However, without a specific decree targeting the IMEI fee, the 57,241 TL is the legally binding price for 2026.
