Armenia's ambassador to the Republic of Cyprus, Inna Torgomyan, met Defense Minister Vasilis Palmas on July 27 to discuss bilateral relations and possible new areas of cooperation linked to Yerevan's engagement with the European Union.
The meeting came three months after Armenia, Greece and the Republic of Cyprus signed their annual defense cooperation programs for 2026.
Bilateral and EU Cooperation Discussed
Torgomyan and Palmas reviewed relations between Armenia and the Republic of Cyprus and discussed prospects for closer cooperation, according to the Armenian Embassy.
They also exchanged views on Armenia-EU relations and possible joint work within the European framework. No new defense agreement, procurement program or military exercise was announced.
The EU dimension has featured in earlier meetings between the two officials. In November 2025, they discussed the Republic of Cyprus' defense and security priorities ahead of its presidency of the Council of the European Union, alongside its support for closer Armenia-EU ties.
Annual Defense Programs Signed
The latest contact followed bilateral and trilateral consultations held in the Republic of Cyprus on April 22.
Officials from the three countries reviewed military cooperation, planned activities, defense reforms and regional security before signing the 2026 bilateral and trilateral programs. The activities covered by those documents were not disclosed.
The format operates through annual plans rather than a formal military alliance.
Training and Exercises
Previous meetings indicate that the framework includes joint exercises, special forces exchanges, military courses and defense education.
Armenian and Republic of Cyprus officials identified those areas for further development during talks in June 2024. Their defense ministers also met in Greece in May 2025 to discuss military ties and regional security.
The recurring consultations have given the relationship a more structured form than occasional political contact.
Republic of Cyprus Backs Armenia's EU Track
Armenia has expanded contacts with European governments and institutions as it seeks to diversify its foreign and security partnerships.
The Republic of Cyprus has supported that effort and offers Yerevan another channel into European discussions on training, institutional reform and security cooperation.
The July 27 statement did not name a specific EU defense program or funding mechanism. It nevertheless placed European engagement alongside the bilateral relationship.
The framework has not been described by its participants as directed against Türkiye or another state. Its development is nevertheless worth watching as Armenia widens its European defense contacts and Greece and the Republic of Cyprus maintain regular coordination with Yerevan.
