Türkiye has taken a first formal step toward satellite internet deployment, opening talks with SpaceX’s Starlink and Amazon’s Kuiper network while making clear that access to the market will depend on compliance with national security and telecom regulations.

Deputy Minister of Transport and Infrastructure Ömer Fatih Sayan said the contacts took place during the SATELLITE 2026 event in Washington, where Turkish officials presented the country’s regulatory framework to both companies. Ankara’s position centers on defined conditions covering licensing, data handling and network integration.

“We explained our country’s requirements to the companies,” Sayan said, adding that a roadmap could follow if those conditions are met.

The talks coincide with Türkiye’s effort to expand connectivity in areas where terrestrial infrastructure remains limited. Satellite networks are being evaluated as a complementary layer to existing fiber and mobile systems rather than a replacement.

Officials also pointed to early technical groundwork. A Starlink ground station has been positioned at Bilişim Vadisi in Gebze, where testing is underway to assess compatibility with Türkiye’s domestic network architecture. The setup indicates that Ankara is preparing for integration at the technical level while discussions continue on the regulatory side.

No service authorization has been granted. Satellite internet remains subject to national approval processes, with security and compliance requirements at the center of the decision.

Starlink, operated by SpaceX, is already active in multiple regions, while Amazon’s Kuiper network is being developed as a global low-Earth orbit broadband system. Both now face the same threshold in Türkiye: entry will depend on meeting the country’s regulatory framework.

The current phase reflects a structured approach. Ankara has defined its conditions, opened direct contacts and initiated technical testing as it assesses how satellite based connectivity can be incorporated into its broader telecommunications strategy.
