Türkiye Blocks Access to Change.org After Local Court Order

Türkiye has blocked access to Change.org after a local court decision, restricting a global petition platform used for public campaigns on legal, social, environmental and consumer issues.

The Freedom of Expression Association's EngelliWeb project said Change.org was blocked under a June 17, 2026 decision by the Kula Penal Judgeship of Peace, numbered 2026/337. The decision was also reported as visible through Türkiye's Information and Communication Technologies Authority (BTK) site query records.

No public reason for the access ban has been reported. Turkish media outlets including Bianet and Cumhuriyet said the restriction followed the Kula court decision, while Change.org users in Türkiye encountered access-block notices.

Change.org is a global online petition platform that allows users to launch, sign and share public campaigns. In Türkiye, it has been used for campaigns on legal cases, consumer rights, animal welfare, environmental disputes, labour issues and local public-policy demands.

The restriction adds a digital-rights dimension to Türkiye's broader access-blocking record. EngelliWeb regularly tracks court and administrative decisions that restrict access to websites, news articles, social media accounts and online content in Türkiye.

The Change.org decision stands out because it targets a platform rather than a single campaign page. Without a published reason, the scope of the court's concern and the legal basis for blocking the full platform remain unclear.
