Türkiye Hosts Ukraine, Hamas Talks as Ankara Emerges as Negotiation Hub

Türkiye hosted a series of high-level contacts on 31 March spanning the Ukraine war and the Gaza crisis, reinforcing Ankara’s position as one of the few diplomatic venues where parallel conflicts are being handled at the same time.

Defence Minister Rustem Umerov met Turkish officials in Ankara for talks focused on security cooperation and the return of prisoners of war. Ukrainian officials described the discussions as part of ongoing coordination with Türkiye on humanitarian and defence-related issues linked to the war.

Foreign Minister Hakan Fidan also held talks with Ukraine’s chief negotiator, with both sides reviewing the state of negotiations and the conditions for possible future dialogue. The meetings point to Türkiye’s continued involvement in efforts to keep communication channels open between Kyiv and Moscow.

In a separate track, National Intelligence Organization chief Ibrahim Kalın met a Hamas delegation in Ankara, with discussions centred on the situation in Gaza and ongoing diplomatic efforts related to the conflict. Turkish officials have maintained contact with multiple actors involved in the crisis.

Israeli media reports indicate that indirect messaging between regional actors remains active, with Türkiye’s contacts forming part of a wider and fluid diplomatic landscape shaped by the Gaza war.

In Ankara, officials moved from one set of talks to another, handling Ukraine related issues and Gaza contacts in the same day.
