Cyprus FM Kombos Pushes Back on Türkiye Debate at European Parliament

Cyprus Foreign Minister Constantinos Kombos used his appearance at the European Parliament to draw firm limits around Nicosia’s approach to Türkiye, rejecting calls for engagement that bypass the Cyprus issue.

Addressing the Parliament’s foreign affairs committee, Kombos argued that Cyprus is not blocking dialogue with Türkiye, but said engagement cannot proceed in parallel tracks. Any discussion on closer EU-Türkiye cooperation, he stressed, must first confront what he described as unresolved political realities, including Ankara’s refusal to recognise the Republic of Cyprus.

The foreign minister took direct aim at proposals circulating in Brussels to involve Türkiye more closely in European security and defence initiatives. He warned that advancing such cooperation without political movement on Cyprus would amount to strategic inconsistency, allowing security considerations to override the Union’s own legal and political positions.

Kombos framed Cyprus’ stance as an institutional, not bilateral, concern. According to his remarks, the issue is not whether Türkiye is useful to Europe, but whether the EU is prepared to dilute its principles when faced with strategic pressure. In that context, Cyprus, he suggested, is insisting on coherence rather than obstruction.

The intervention comes as Cyprus prepares for a more prominent role during its upcoming EU Council presidency. With the Union increasingly debating Türkiye’s place in Europe’s security architecture, Nicosia is signalling that any reset in relations will remain conditional and politically sequenced, not decoupled or fast-tracked.
