Berlin Report Lists Türkiye Among Main Foreign Intelligence Actors

Berlin's domestic intelligence agency has listed Türkiye among the main foreign intelligence actors operating in the German capital, placing Turkish activity in the same risk category as Russian, Chinese and Iranian services in its 2025 report.
The Berlin Office for the Protection of the Constitution said foreign intelligence activity in the city includes classic espionage, cyberattacks, disinformation campaigns and possible sabotage activity. A Berlin state news summary of the report named Russia, China, Iran and Türkiye as the principal actors in this field.
The report's Türkiye section focuses on the National Intelligence Organization (MİT), describing it as a central element of Türkiye's security structure. It says MİT activity in Berlin remains directed at groups viewed by Ankara as security threats, including Kurdistan Workers' Party (PKK) networks and people linked to the Gülen movement.
The PKK is designated as a terrorist organization by Türkiye, the United States and the European Union. Türkiye also holds the Gülen movement responsible for the July 2016 coup attempt, a designation not shared in the same form by Germany.
The Berlin report says Turkish intelligence activity also seeks support from Turkish citizens and people of Turkish origin in Germany, including through information gathering on individuals and organizations seen as hostile to the Turkish state. The report frames this as part of a wider foreign-intelligence challenge facing Berlin, where embassies, diaspora networks and political exile communities make the city a sensitive operating environment.
The Turkish government has not issued an immediate public response to the Berlin report's claims.
